Wuhan City, Hubei Province Strengthens Acceptance Supervision of Green Buildings and Prefabricated Buildings

Recently, Wuhan Urban Construction Bureau issued the "Detailed Rules for Green Building and Prefabricated Building Design and Project Acceptance" (hereinafter referred to as the "Detailed Rules"), requesting to strengthen the whole-process supervision and project acceptance supervision of green buildings and prefabricated buildings in the city.

The relevant person in charge of Wuhan Urban Construction Bureau stated that the "Detailed Rules" was issued this time to implement the spirit of the notice of the Hubei Provincial Department of Housing and Urban-Rural Development on the implementation of the "Green Building Design and Project Acceptance Standards" (hereinafter referred to as "Green Building Standards"). Promote the implementation of the "Wuhan City Prefabricated Building Construction Management Implementation Measures" to ensure that green buildings and prefabricated buildings are turned into safe, high-quality, low-carbon and energy-saving projects that reassured the people, and promote the high-quality development of green buildings and prefabricated buildings in the city.

The "Detailed Rules" issued this time stipulate that local construction units shall bear the primary responsibility for the design and construction quality of green buildings and prefabricated buildings, and strictly implement the technical measures for green buildings and prefabricated buildings in the process of project construction. The design unit shall carry out special design in accordance with the requirements of the "Green Building Standards" and the prefabricated building standards, and should prepare a design chapter, which should cover the relevant design content of green buildings, building energy conservation, and prefabricated buildings. The design of the prefabricated building should also comply with the external wall prefabricated plan approved in the planning plan and the main index requirements of the prefabricated building prescribed by the state, province and municipality, and the design depth should comply with the current "Regulations on the Depth of Construction Engineering Design Documents." The construction drawing review agency shall be responsible for the quality of the special review of green buildings and prefabricated buildings, and shall not be issued with an examination certificate for design documents that do not meet the requirements of the "Green Building Standards" and the prefabricated building standards. The construction unit shall carry out construction in accordance with the approved construction drawing design documents. The supervisory unit shall supervise the implementation of green buildings and prefabricated buildings during the construction process, and issue a green building and prefabricated building assembly rate index acceptance evaluation report before project acceptance. The engineering quality inspection agency implements special inspections for green buildings and prefabricated buildings in accordance with laws, regulations and relevant technical standards, and is responsible for the legality, fairness, authenticity and accuracy of its inspection data and inspection reports.

It is reported that the above-mentioned "Rules" has been formally implemented on August 1 this year. Wuhan City requires urban construction departments at all levels to strictly implement the design and acceptance system of green buildings and prefabricated building projects, strengthen the design and acceptance supervision and management of green buildings and prefabricated building projects, and do a good job in information submission. Relevant information will serve as an important basis for the annual assessment of responsibility for the development of green buildings and prefabricated buildings.
