Beijing: Prefabricated construction will account for 55% of new buildings by 2025

The “Implementation Opinions on Further Development of Prefabricated Buildings (Consultation Draft)” (hereinafter referred to as the “Implementation Opinions”) issued by the Beijing Municipal Commission of Housing and Urban-Rural Development recently proposed that by 2022, Beijing will realize that prefabricated buildings will account for more than 40% of the newly built building area, and by 2025, Beijing will realize that prefabricated buildings will account for 55% of newly built buildings. Vigorously develop prefabricated buildings, and promote prefabricated buildings to improve quality and improve quality. By the end of the "14th Five-Year Plan", a modern construction industry system featuring standardized design, factory production, assembly construction, integrated decoration, information management, and digital application will be basically completed. With the development of new-type construction industrialization, the design, construction, parts and components manufacturing enterprises will develop from large-scale to high-quality development, and a group of general contracting enterprises with intelligent construction capabilities and professional high-level skilled teams corresponding to it will be cultivated.

The "Implementation Opinions" clarified that the scope of implementation of the development of prefabricated buildings is that newly established government-invested new buildings should adopt prefabricated buildings. Among them, the newly-approved government-invested new public buildings with a building area of more than 10,000 square meters (inclusive) above the ground should adopt steel structure buildings. Newly-built affordable housing with an above-ground construction area of 20,000 square meters or more should adopt prefabricated buildings; commercial housing development projects with state-owned land use rights obtained through bidding, auction and listing should adopt prefabricated buildings. Newly-built public buildings with an above-ground construction area of 20,000 square meters or more shall adopt prefabricated buildings; newly-built factories and warehouses on industrial land shall adopt prefabricated buildings. Within the scope of implementation mentioned above, public buildings with a single building area of less than 5,000 square meters, project structures and auxiliary facilities (garbage rooms, power distribution rooms, etc.) are excluded. In addition, prefabricated buildings should comply with relevant national and Beijing standards. The assembly rate should meet the requirements of the Evaluation Standards for Prefabricated Buildings, and the development of affordable housing and commercial housing development projects with state-owned land use rights obtained through bidding, auction and listing should meet the standard of not less than 60% of the assembly rate. Newly-approved government-invested new buildings, new public buildings, industrial buildings and other buildings within the scope of implementation shall meet the standard of assembly rate not less than 50%.

The "Implementation Opinions" put forward 9 key tasks for the development of prefabricated buildings. The first is to give full play to centralized scientific and technological support. Give full play to the advantages of the international scientific and technological innovation center, support the research and development of prefabricated buildings, and strengthen the research and application of new structural systems, standardized design, quality inspection and efficient connection technologies for prefabricated buildings; the second is to strengthen systematic integrated design. Take the architect responsibility system as the starting point, play the leading role of design, and promote the coordination of the entire industry chain; the third is to improve the level of standardized production. Improve the standardization level of prefabricated components, promote the use of main components, parts and components size guidelines, improve the basic size and combined size library of prefabricated components, meet the requirements of standardized design and selection, and promote the standardization of horizontal prefabricated components; the fourth is to promote lean construction and construction. Improve the lean construction organization method that is compatible with prefabricated buildings, implement the coordinated construction of prefabricated building decoration and main structure, electromechanical equipment, give play to the advantages of structure and decoration interspersed construction, and improve the level of fine management of the construction site. Fifth, the implementation of the delivery of fully-decorated finished products. New buildings should gradually increase the application proportion of prefabricated decoration in affordable housing, commercial housing and public buildings, and encourage the use of prefabricated decoration in the decoration and renovation of existing buildings; the sixth is to improve the level of information application. Vigorously promote the application of building information modeling (BIM) technology throughout the life cycle of design, production, construction, and operation and maintenance. Government investment and public rental housing prefabricated construction projects should apply BIM technology throughout the life cycle. Other types of prefabricated construction projects encourage the application of BIM technology throughout the life cycle; the seventh is to innovate the project organization and management model. Implement the architect responsibility system, implement design-led whole-process engineering consulting, and give full play to the architect's enthusiasm in prefabricated construction projects; eighth, carry out evaluation demonstrations and rewards. Formulate the prefabricated construction project demonstration project management method, create a batch of Beijing prefabricated construction demonstration projects; nine is to cultivate a professional talent team. Vigorously cultivate professional talents in prefabricated construction, and strengthen the talent team in design, production, construction, management and other aspects.

Finally, the "Implementation Opinions" put forward five safeguard measures, including strengthening organizational leadership, detailed division of responsibilities, innovative supervision and management, perfecting incentive measures, and strengthening publicity and guidance.
