"Six Measures" in Wuhu City, Anhui Province to Promote Green and Low-Carbon Development of the Construction Industry

Since the beginning of this year, Wuhu City has actively implemented the concept of green development and promoted the green and low-carbon development of the construction industry.

1. Promote the large-scale development of green buildings. Adhere to the concept of green and low-carbon construction, drive by pilot demonstrations, increase publicity for green buildings and green ecological urban areas, and vigorously promote the application of green building technologies in construction projects. Newly-built civil buildings use at least one type of renewable energy and fully implement green building standards, and actively promote the evaluation, certification, and application of green building materials. From January to July 2021, the completed area of civil buildings will be 2,975,100 square meters. Among them, the area of green buildings was 2.8594 million square meters, accounting for 96.11%, which exceeded the assessment target of not less than 65% of the completed area required by the provincial and municipal governments.

2. Vigorously develop prefabricated buildings. In order to promote the development of the prefabricated construction industry, the "Implementation Opinions of the People's Government of Wuhu City on Promoting the Development of the Prefabricated Building Industry", "Wuhu City Prefabricated Building Individual Prefabricated Assembly Rate Calculation Rules" and "Notice on the reward work of prefabricated building floor area ratio in Wuhu City" have been issued. Continuously improve the supporting policies for prefabricated buildings, and accelerate the transformation and upgrading of the city's construction industry. The "Notice of Wuhu Housing and Urban-Rural Construction Bureau on Strengthening Quality Management of Prefabricated Concrete Structure Projects" has been issued, which clearly stipulates the quality responsibilities and obligations of all parties involved in prefabricated construction and the quality responsibilities and obligations of the prefabricated component production units. Taking the land as the starting point, the prefabricated building construction plan is included in the land transfer conditions. From January to July, the total construction area of houses completed in the city was 40.7 million square meters. Among them, the completed area of prefabricated buildings was 791.1 thousand square meters, accounting for 19.74%, reaching the annual assessment target of not less than 18% determined by the provincial and municipal governments.

3. Strengthen the supervision of building energy conservation. New buildings must be compulsory, and existing buildings must be renovated. Strengthen the daily supervision of building energy-saving work of projects under construction, and ensure that the mandatory standards for building energy-saving are strictly implemented in the design and construction links. At present, the implementation rate of energy-saving design and construction of new buildings is 100%. The energy-saving renovation of existing buildings focuses on the renovation of old communities and the improvement of the environment. From January to July this year, the energy-saving renovation of existing residential buildings of 126,200 square meters and the energy-saving renovation of existing public buildings of 35,500 square meters were completed. At the same time, it actively uses the information platform to carry out energy consumption statistics and analysis, and gradually implements the contract energy management model to participate in the energy consumption supervision work.

4. Promote the application of renewable energy in buildings. Focus on the promotion and application of the integrated application of solar, light and heat in buildings, and vigorously promote the application of solar energy and ground source heat pump technology in construction projects. During the establishment of the second batch of "Renewable Energy Building Application Pilot Cities" in the country, a total of 45 demonstration projects were built, with an area of 8.74 million square meters for promotion and application. From January to July this year, the city's renewable energy building application area was 798,600 square meters.

5. Build a sponge city and create a water-saving city. Taking the opportunity of building a sponge city, we will fully complete the construction of a sponge city demonstration area, improve water conservation capacity, relieve rainwater pressure, and promote the recycling of water resources. Taking the opportunity of creating a national water-saving city, relying on system perfection, scientific and technological progress, and scientific management to promote water-saving and reclaimed water utilization, enhance the society's awareness of water conservation, and improve the urban water-saving management system. Improve the management level, realize the harmonious and sustainable use of human and water, and provide solid water resources guarantee for the construction of "Anhui Pearl·City of Innovation".

6. Create green communities and promote the construction of rural gas micropipe networks. Promote the construction of "green communities", build grid management and refined services, improve the scientific, intelligent, and refined level of community governance and services, and optimize property service management. Comprehensively promote the construction of the city's rural gas micropipe network to reduce carbon emissions.
