Beijing Municipal Commission of Housing and Urban-rural Development has made it clear: 40% of new buildings will be constructed in a prefabricated manner in 2022

The Beijing Municipal Commission of Housing and Urban-Rural Development issued the "Implementation Opinions on Further Development of Prefabricated Buildings (Draft for Solicitation of Comments)", clarifying that prefabricated buildings will account for more than 40% of the newly built building area in 2022. Among them, newly-built affordable housing and public buildings with a floor area of more than 20,000 square meters (inclusive), and commercial housing development projects with state-owned land use rights obtained through bidding, auction, and listing should all be prefabricated buildings.


Prefabricated buildings refer to buildings assembled on-site through factory prefabricated parts, which are "made" on the assembly line, and houses are built like cars. Prefabricated building construction can effectively save construction land, reduce environmental pollution, improve resource utilization, greatly shorten the construction period, and reflect the concept of green construction.


The "Beijing City Master Plan (2016-2035)" proposes that newly-built affordable housing shall fully adopt prefabricated buildings and increase the proportion of prefabricated buildings in newly-built commercial housing. It will reach more than 30% by 2020, and fully adopt prefabricated buildings by 2035. Statistics show that in 2020, the newly built prefabricated building area in Beijing will reach 22.07 million square meters, accounting for more than 30%, achieving the phased goal of the new version of the city master plan.


The "Draft for Comments" puts forward a phased work goal for the "14th Five-Year Plan" period: by 2022, the proportion of prefabricated buildings in newly built buildings will reach more than 40%; in 2025, the proportion of prefabricated buildings in newly built buildings will reach 55%. By the end of the "14th Five-Year Plan", a modern construction industry system featuring standardized design, factory production, assembly construction, integrated decoration, information management, and digital application will be basically completed.


Regarding the scope of application of prefabricated buildings, the "Draft for Solicitation of Comments" clarifies that newly established government-invested new buildings, newly-built affordable housing and public buildings with a floor area of more than 20,000 square meters (inclusive), and commercial housing development projects with state-owned land use rights obtained through bidding, auction and listing. As well as the factory buildings and warehouses on newly-built industrial land, prefabricated buildings shall be adopted. In particular, it is mentioned that the development projects of affordable housing and commercial housing that obtain state-owned land use rights through bidding, auction and listing should meet the standard of not less than 60% of the assembly rate. Newly-approved government-invested new buildings, new public buildings and industrial buildings within the scope of implementation shall meet the standard of assembly rate not less than 50%.


Compared with the construction of the main structure, the interior decoration of the building is more concerned by ordinary citizens. The reporter noted that the "Draft for Solicitation of Comments" specifically mentioned that new buildings should be fully renovated and finished products delivered. Gradually increase the application proportion of prefabricated decoration in affordable housing, commercial housing and public buildings, and encourage existing building decoration and renovation to adopt prefabricated decoration. At the same time, research and formulate a menu-style full decoration implementation plan, clarify the decoration standards and price ranges, and include them in the housing sales contract, accelerate the application of smart products and smart home systems, achieve high-quality, high-price and quality improvements, and meet the individual needs of consumers.


According to the city’s current policy, municipal award funds will be given to eligible prefabricated construction projects. The "Draft for Solicitation of Opinions" also proposes that prefabricated construction projects can enjoy a high-quality and preferential price policy during the bidding, auction, and listing stages or when going through the housing sales procedures.
