Hefei City, Anhui Province introduced measures to standardize the transaction of prefabricated construction projects

In order to adapt to the development trend of the increasing number of prefabricated construction projects in Hefei City and the increasingly fierce market competition, Hefei recently issued the "Guidelines for the Implementation of Bidding and Bidding for Prefabricated Construction Projects in Hefei City" (hereinafter referred to as the "Guidelines"). It aims to standardize the city's prefabricated construction project transactions, promote the modernization of the construction industry, and help the city's high-quality economic development.

100% of government investment projects adopt the turnkey model

The advantages of prefabricated buildings are fast construction speed, less restricted by climatic conditions, labor saving and improving construction quality. In recent years, Hefei has thoroughly implemented the relevant national and Anhui province decisions and arrangements, and continuously improved its system construction. As the first batch of prefabricated building demonstration cities in the country, Hefei has taken the development of prefabricated buildings as an important measure to promote high-quality development.

"Guidelines" pointed out that prefabricated buildings refer to buildings assembled on site with prefabricated components, which mainly include prefabricated concrete structure buildings, prefabricated steel structure buildings, prefabricated wood structure buildings, and prefabricated mixed structure buildings.

The prefabricated buildings adopt the general contracting mode of construction in an all-round way, and the prefabricated buildings invested by the government (including state-owned enterprises) adopt the general contracting mode for 100%. The prefabricated construction project invested by the enterprise shall be approved or put on record before the issuance of the general contracting project of the project. For government-invested prefabricated construction projects, in principle, the general contracting project shall be issued after the preliminary design approval is completed. Among them, government investment projects that simplify the approval documents and approval procedures in accordance with the relevant national regulations shall be subject to the issuance of general contracting projects after the completion of the corresponding investment decision-making approvals.

Bidders should have the ability to produce parts and components by themselves

In order to ensure the quality of the project, the "Guidelines" clarify that bidders should have the ability to produce prefabricated construction parts by themselves, or establish a cooperative relationship with manufacturers of prefabricated construction parts and components. If bidders provide prefabricated construction parts through cooperation, they should choose the production enterprises and parts in the "Information Catalogue of Manufacturers of Prefabricated Construction Parts and Components in Hefei" according to the needs of the project after winning the bid.

The "Guidelines" also stipulate that bidders should have both engineering design qualifications and construction qualifications commensurate with the scale of the project. Or a consortium is composed of design units and construction units with corresponding qualifications, and the design units in the bid consortium should be selected in the prefabricated architectural design enterprise catalog.

If the design unit and the construction unit form a consortium, the tenderee may reasonably determine the lead unit based on the characteristics and complexity of the project. All parties to the consortium shall jointly sign a general contract for the project with the construction unit, and specify in the consortium agreement the responsibilities and rights of the member units of the consortium, as well as the joint liability for the general contracting project.

The "Guidelines" pointed out that personnel engaged in key positions such as prefabricated building component hoisting, sleeve grouting, embedded parts and other key positions must be trained and assessed in accordance with regulations, and they must be certified to work after passing the qualification.
