By 2025, the proportion of green buildings in Hainan Province to new buildings will reach 80%

The reporter was informed that the "Fourteenth Five-Year Plan (2021-2025) for Green Buildings (Prefabricated Buildings) in Hainan Province" recently issued by the Hainan Provincial Department of Housing and Urban-Rural Development proposed that by the end of 2025, the proportion of prefabricated buildings in Hainan Province to new buildings will exceed 80%. Build 2 national-level prefabricated building demonstration cities; realize the balance of supply and demand for the annual production capacity of prefabricated components. By the end of the "14th Five-Year Plan" period, the layout of the prefabricated building industry will be stable, and the key park will eventually be built into an agglomeration area, an exhibition area and an experience area that can lead the scientific development of tropical buildings in the future.

The "Planning" is divided into four chapters: planning background, overall requirements, key tasks, and safeguard measures. Among the key tasks include the in-depth promotion of prefabricated buildings, vigorously developing green buildings, steadily improving the level of building energy conservation, and promoting the construction of building informatization. And from six aspects of improving the legal system, enhancing organizational collaboration, improving incentive mechanisms, cultivating market development, strengthening capacity building, and strengthening publicity and promotion.

The "Planning" pointed out that during the "14th Five-Year Plan" period, Hainan Province will promote green buildings and develop green buildings with Hainan tropical island characteristics. By 2025, green buildings will account for 80% of new buildings and 50% of green building materials will be promoted. Carry out the construction of green ecological urban areas, and create at least one green ecological urban area demonstration project. At the end of the "14th Five-Year Plan" period, 100,000 square meters of ultra-low energy (low-carbon) buildings will be built, and nearly zero-energy buildings and zero-carbon buildings will be piloted. Further improve the public building energy use supervision system, explore public building energy consumption quota management; complete the transformation of 5 million square meters of old urban communities.
