Huizhou's first green construction sub-item acceptance project is released!

With the implementation of the new version of the "Guangdong Province Green Building Regulations", the pre-evaluation of green building energy conservation in Huizhou City has been carried out steadily, and the sub-item acceptance review of green buildings has accelerated. Recently, the fourth phase (school) of Jinyue Huafu, located in the east area of Huicheng Bridge, passed the acceptance inspection and became the first green building project in the city to pass the acceptance review of green building technical measures.

A few days ago, in order to further improve the quality and efficiency of Huizhou's green building work, Huizhou Municipal Housing and Urban-Rural Development Bureau issued the "Notice on Further Strengthening the Management of Green Buildings" (hereinafter referred to as the "Notice") to optimize the green building acceptance procedures. It is required that the acceptance of green buildings be placed at the end of the joint acceptance of construction projects, and construction projects that carry out the acceptance of green buildings as required will not repeat the acceptance of building energy conservation.

The bureau recently organized a special inspection of the city's construction engineering survey and design quality in the first half of 2021, and found that some housing construction projects have failed to carry out green building design and review issues in accordance with regulations. The "Notice" requires that the city's new buildings should strictly follow the "Guangdong Province Green Building Design Code" (DBJ/T15-201-2020) and "Green Building Evaluation Standards" (GB/T50378-2019) and other relevant specifications for design and construction drawing design document review.

In order to further strengthen the supervision and management of green buildings and improve the quality of the city, the "Notice" requires office buildings, dormitory buildings, laboratory buildings, and R&D buildings with office, R&D, and display functions within the scope of the city’s industrial and scientific research land to be included in the scope of green building implementation, and to be implemented in accordance with the basic level and above green building standards for construction. At the same time, the design and construction of production and manufacturing houses in industrial land are encouraged in accordance with the "Evaluation Standards for Green Industrial Buildings" (GB/T50878-2013).

At the level of green building acceptance work that has received much attention, under the background that the current green building special acceptance has been included in the scope of construction project completion acceptance, combined with the development of building energy-saving acceptance, the acceptance process and procedures will also be effectively optimized.

The "Notice" proposes that the green building acceptance work should be carried out at the end of the joint acceptance of construction projects. For some green building clauses that have passed other special acceptance inspections, the construction unit should not repeat the inspection after submitting the inspection report and other special acceptance conclusions. If the city's construction projects carry out the acceptance of green buildings as required, the acceptance of building energy conservation will not be repeated.

In addition, the green building evaluation agency should cooperate with the construction unit and the competent authority to do a good job in the pre-review, expert selection, and on-site inspection of the two-star or higher green building project acceptance data. At the same time, further strengthen the pre-review of green building acceptance materials, and notify the construction unit to modify and improve the materials that do not meet the acceptance requirements.
