"Fujian Province Green Building Development Regulations" will come into effect on New Year's Day next year

On July 29, the 28th meeting of the Standing Committee of the 13th Fujian Provincial People's Congress voted to pass the "Fujian Province Green Building Development Regulations", which will be implemented on New Year's Day next year. The regulations implement Xi Jinping’s thoughts on ecological civilization, promote green development, and make provisions on the planning, design and construction, operation and renovation, technology and application, guidance and incentives of green buildings in Fujian Province. Promoting the development of green buildings through legislation is of great significance to reducing carbon emissions.

It is understood that the total amount of construction in Fujian Province is large, with more than 60 million square meters of new construction area added every year. Compared with traditional buildings, green buildings can significantly improve the living environment on the basis of energy saving and consumption reduction.

The regulations divide green buildings into four levels: basic, one-star, two-star, and three-star according to the level of technical application from low to high. The regulations stipulate that government-invested or government-invested public buildings and public buildings with a construction area of more than 20,000 square meters shall be constructed in accordance with the green building standards of one-star or higher.

The regulations establish a sound green building operation evaluation system, and stipulate that a building energy consumption monitoring platform should be established. For newly-built office buildings of state agencies and other public buildings with a building area of more than 10,000 square meters, the construction unit shall install an online monitoring sub-metering device for building energy consumption and upload the collected data to the building energy monitoring platform in real time.

Regarding the configuration of electric bicycle charging facilities, which is of general concern to the society, the regulations stipulate that green building affiliated parking lots or parking garages should be equipped with electric vehicle charging facilities, and green buildings should have reasonable centralized parking places for electric bicycles and be equipped with safe and reliable charging facilities.

The regulations establish a green building label system, stipulating that construction projects that apply for financial incentives should obtain green building labels.
