The planned investment of 10.5 billion yuan has been completed by the end of June.

The transformation of old communities is one of the 30 key tasks of Liaoning Province to implement major central policies and measures, and it is also a key task of "I do practical things for the people". In response, the Housing and Urban-Rural Development Department of Liaoning Province has held several special conferences to study and deploy. They have been to Fuxin, Chaoyang, Jinzhou and other cities to supervise on-site, have discussions with comrades in charge of the transformation of old communities, and give face-to-face counseling. At the same time, Liaoning Province has also established a positive incentive mechanism for the transformation of old communities, and awarded 5 million, 3 million, and 1 million yuan in financial rewards and policy support to regions that have worked hard and achieved obvious results.

Promote the joint reconstruction of neighboring communities and surrounding areas, increase project profit points, and attract social forces to participate in construction; guide local areas to improve reconstruction plans, estimate capital needs, raise funds through multiple channels, and strictly regulate the use of funds. Establish a scheduling and supervision mechanism, promptly approve project funds in accordance with the project schedule, speed up the progress of capital expenditures, and ensure that the fund allocation schedule matches the project implementation schedule to ensure the needs of project construction. Select typical demonstration projects for the transformation of old communities in 2021 and strengthen publicity, promote demonstration projects to drive general projects, and improve the quality and effectiveness of the transformation of old communities.
