Recently, 12 departments including the Housing and Urban-Rural Development Department of Shandong Province and the Provincial Department of Finance have issued "Ten Measures to Promote the High-quality Development of the Construction Industry". On the morning of July 6, the Shandong Provincial Government Information Office held a press conference to interpret the "Ten Measures."

It is indeed an important direction for the high-quality development of the construction industry to earnestly implement the requirements of carbon peak and carbon neutrality and promote the green, low-carbon and safe development of the construction industry. The Fifth Plenary Session of the Nineteenth Central Committee of the Communist Party of China has made important arrangements to promote the optimization and upgrading of the economic system, green and low-carbon development, etc., requiring comprehensive improvements in resource utilization efficiency, upgrading the modernization level of the industrial chain, and accelerating digital development. Governor Li Ganjie emphasized the need to strengthen safety supervision and quality supervision when reviewing the "Ten Measures" at the executive meeting of the provincial government, and promote the green and low-carbon development of the construction industry. At present, a new generation of information technology represented by artificial intelligence, big data, Internet of Things, 5G and blockchain is becoming more and more mature. And accelerate the comprehensive integration and penetration of various fields and industries, and become an important driving force to promote the transformation and upgrading of traditional industries and sustainable development. In 2020, the Ministry of Housing and Urban-Rural Development and other departments issued the "Guiding Opinions on Promoting the Coordinated Development of Intelligent Construction and Industrialization" and "Several Opinions on Accelerating the Industrialization of New Buildings", proposing to promote the coordinated development of intelligent construction and building industrialization, and create an upgraded version of "China Construction". Since the "Thirteenth Five-Year Plan", the province has been rapidly advancing the industrialization and intelligent construction of new buildings represented by prefabricated buildings. The provincial government promulgated the green building promotion measures, issued implementation opinions on vigorously developing prefabricated buildings, and was selected as a pilot province for steel structure prefabricated residential buildings. A total of 443 million square meters of green buildings have been built, 112 million square meters of prefabricated buildings have been started, and 7 national demonstration cities of prefabricated buildings and 34 industrial bases have been created.

In the next step, the Department of Housing and Urban-Rural Development of Shandong Province will improve the top-level design, study and formulate specific policies and measures for the industrialization of smart construction and new buildings, and improve the engineering supervision service mechanism that is compatible with the development of smart construction and new building industrialization. At the same time, strengthen the construction of the talent team and vigorously cultivate the design, construction and supervision talents of prefabricated concrete and steel structure buildings. In particular, it cultivates compound talents who understand both civil construction and digital technology, cultivates and expands the new construction industry worker team, and provides talent support for promoting the high-quality development of the construction industry.
