The "Four Focuses" of Jiangsu Province's Finance Build a Financial Guarantee for the High Quality Development of Green Buildings

In order to accelerate the high-quality development of green buildings, and comprehensively promote the transformation of Jiangsu's urban and rural construction to a green and low-carbon direction, Jiangsu Province has recently issued a provincial-level green building development special fund of 200 million yuan to support the low-carbon transformation and modern development of green buildings. In order to achieve the development goal of Jiangsu Province, "the total scale of green buildings in the province will be the largest in the country by 2025, and the carbon emission intensity of buildings will be the lowest in the country" development goals to provide solid financial guarantee.

1. Focus on giving play to financial guidance and focus on promoting the improvement of the quality of green buildings. In order to implement the construction policy of "applicable, economical, green and beautiful" in the new era, promote the integrated practice of "Jiangsu Construction", and create a new era of high-quality green construction projects, the provincial finance has given full play to the guiding role of financial funds. 43 million yuan was allocated to support 12 high-quality green building projects, including the Yangtze River International Conference Center in Jiangbei New Area, Nanjing and the medical complex of Yancheng First People's Hospital. In order to explore the development of green city planning and promote the construction of new regional green demonstration urban areas, 22 million yuan was allocated to support the green urban construction of Changzhou High-speed Railway New City. By guiding regional green building development plans and green ecological special plans, it effectively promotes the practice of green urban construction that combines high-quality green buildings, prefabricated buildings, renewable energy utilization, sponge city construction, and waste resource utilization.

2. Focus on improving the quality and efficiency of development, and strive to improve the energy efficiency of green buildings. In order to promote the green upgrading of existing buildings and improve the energy efficiency of buildings, the provincial government has allocated 45 million yuan to support 21 projects including the energy efficiency improvement of public buildings on the Sipailou campus of Southeast University, and the reconstruction and demonstration of low-carbon villages in Fujiabian Shanao Village, Nanjing City. In accordance with the requirement that the energy-saving rate per unit building area after renovation is not less than 15%, priority will be given to the integration and application of a variety of suitable new technologies, and the use of contract energy management is encouraged. Implementation of energy-saving maintenance of envelope structures, major energy-using equipment updates, building energy supervision and other upgrades and transformations for existing buildings, effectively improving the building's indoor environment and the quality of life of human settlements, and effectively promoting building efficiency.

3. Focus on strengthening key guidance, and focus on promoting low-carbon building reform research. In order to thoroughly implement the requirements of the carbon peak and carbon neutral target and promote the reform and development of low-carbon buildings in the province, the provincial finance has allocated 9.548 million yuan. Support 11 key scientific and technological support research projects under the goal of carbon peaking in Jiangsu's building energy conservation strategy and path research, and green public building design methods. The research fields involve building energy conservation, intelligent design, energy heating, and green building materials. Provide talent guarantee and intellectual support for low-carbon building reform research, and take the lead in exploring and promoting low-energy building research in some developed regions, laying an effective foundation for the province's deep decarbonization pilot in the construction field.

4. Focus on advancing sustainable development and focus on improving financial service guarantee capabilities. In order to do a good job in the follow-up management and guarantee of completed green building projects, and to effectively improve the financial service capacity and level, in accordance with the green building special fund management measures, the provincial finance department shall follow the acceptance and pre-acceptance of the project authority. The completed green building projects in previous years were liquidated, and 80.452 million yuan was allocated to provide follow-up subsidies to 40 projects including Zhenjiang Runzhou Building Energy Conservation and Green Building Demonstration Zone, and Nanjing Gulou Hospital’s old campus. Promote the quality and efficiency of fiscal expenditures, enhance the sustainable development capabilities of projects and ensure the standardization of fiscal policies.
