Prefabricated buildings in Xi'an, Shaanxi Province will account for more than 40% of new buildings

The General Office of the Xi'an Municipal People's Government issued the "Work Plan for Xi'an Prefabricated Building Model City Construction" on June 30, clearly stipulating that by 2025, the proportion of newly constructed prefabricated buildings in Xi'an shall not be less than 40%. The "Plan" stipulates three stages of development goals. During the promotion and development period (2021-2022), further research and introduction of relevant policy documents will provide strong policy support for the development of prefabricated buildings. Intensify publicity and training, promote project demonstration and guidance, and cultivate a number of backbone enterprises with strong comprehensive strength and industrial bases with strong technical strength. Improve the design level of prefabricated buildings, enhance industrial supporting capabilities, cultivate professional teams, create a batch of high-quality model projects, and initially establish a prefabricated building industry system. Prefabricated buildings account for no less than 30% of new buildings.

During the universal application period (2023-2024), continue to improve the prefabricated building policy system, standard system, and supervision system. The management capabilities of key enterprises in the entire industrial chain of prefabricated construction have been significantly improved, the technical management level and production capacity of industrial bases have been steadily improved, the scale and ability of professional management and technical personnel and industrial workers have been effectively improved, and the coordinated development of related enterprises has basically met the needs of the rapid development of the industry. New technologies, new materials, new processes, and new equipment in prefabricated buildings are gradually promoted and applied, and the informatization and intelligent construction capabilities have reached a certain level, and the quality of construction and engineering has been comprehensively improved. Prefabricated buildings account for no less than 35% of new buildings.

During the period of high-quality development (2025), the transformation of traditional construction enterprises has achieved remarkable results, and the prefabricated construction industry system is operating effectively. A group of high-quality comprehensive management talents and industrial workers have been matured to provide strong support for the development of prefabricated buildings in Xi'an. Further increase investment in scientific research and promote the simultaneous development of production, education, research and application. The quality and economic benefits of prefabricated construction projects have rapidly improved, playing an important leading and demonstrative role in Shaanxi Province and even the northwestern region, and promoting the high-quality development of the construction industry in Xi'an. The key projects to be implemented are newly-built affordable housing projects invested by the government. Civil buildings and industrial buildings invested by the government and fully invested by state-owned enterprises in the urban area shall adopt prefabricated construction technology, and all shall be constructed by prefabricated construction methods.

Among them, the "Scheme" also provides a detailed description of the scope of construction that can be constructed without using prefabricated construction technology. These include: public buildings with a single building area of less than 5,000 square meters; residential buildings with a single building area of less than 3,000 square meters. Auxiliary supporting buildings such as structures, garbage rooms, guard houses, sales offices, equipment rooms, and kindergartens that are independently set up in the construction project. It is true that due to limited technical conditions or special purpose needs, after the organization of expert technical review, it is determined that the project is not suitable for the use of prefabricated construction technology.
