The development momentum of prefabricated buildings in Hefei, Anhui Province is good

The reporter learned from the Hefei Urban and Rural Construction Bureau that in recent years, the layout of the prefabricated building industry chain in Hefei has been improving and the development momentum is good; the average annual growth rate of prefabricated buildings is nearly 50%, reducing carbon emissions by 150,000 tons. By 2025, the city's prefabricated buildings will strive to reach 20 million square meters per year, and prefabricated buildings will account for more than 30% of the newly built building area, driving the entire industry chain to an annual output value of 200 billion yuan.

Improve the policy system and carry out pilot demonstrations

Prefabricated building means building a house like "building a car". Compared with traditional construction methods, it saves time, effort, energy and environmental protection. In 2017, the Ministry of Housing and Urban-Rural Development announced the list of the first batch of prefabricated construction demonstration cities, including Hefei City and Hefei Economic Development Zone.

Since the start of the pilot demonstration work, Hefei City has successively issued a series of policy documents such as the "Implementation Opinions on Further Promoting the Development of Construction Industrialization". A relatively complete policy guarantee system has been formed in terms of planning and layout, land transfer and allocation, technical standards, market incentives, and financial rewards and subsidies.

It is worth mentioning that Hefei took the lead in fully implementing the "1+5" construction model, namely "prefabricated building" + "general engineering contracting (EPC) + building information model (BIM) + new template + professional team + green building". Take the lead in proposing prefabricated commercial houses to give floor area ratio rewards and prefabricated affordable housing (including farm houses) to give cash subsidies; take the lead in establishing the Hefei prefabricated construction expert database, and carry out "one-to-one" prefabricated construction experts entering factories and construction sites throughout the year.

Multi-point application with complete components in the industry chain

Driven by pilot demonstrations and related policies, the core competitiveness of the city's prefabricated construction enterprises has been continuously improved.

Since 2017, the city has been approved for 8 national-level prefabricated building demonstration bases and 26 provincial-level prefabricated building demonstration bases. A national-level prefabricated construction industrial park will be built, and a new industrialized industrial chain will be created, with an annual production capacity of 15 million square meters of prefabricated concrete buildings and 10 million square meters of prefabricated steel structures. The city has started construction of nearly 17 million square meters of prefabricated buildings, with an average annual growth rate of nearly 50%. From January to April this year, 2.52 million square meters of prefabricated buildings were newly started in the city.

"The city has nearly 200 enterprises engaged in prefabricated building construction, design, construction, supervision, inspection and drawing review, parts and components, etc., forming a situation of complete industrial chain and rapid growth of industrial scale." The staff of the Municipal Urban and Rural Construction Bureau said that the multi-point application of assembly components in Hefei City, the first national leading intelligent track segment production line was completed and put into production in Fei, which can meet the needs of 15km track construction every year. The prefabricated steel box girder is used in large-scale applications in key projects such as the South-North Second Ring Road viaduct and the water diversion from the Yangtze River to the Huaihe River; the prefabricated box culvert is used as a pilot in the Huangjia Road box culvert and the new station integrated pipe gallery. The prefabricated farm houses are used in beautiful villages in Changfeng and other places.

Building an industrial cluster for the Yangtze River Delta

In the next five years, Hefei City will cultivate a group of leading prefabricated building integration enterprises with strong R&D capabilities, large scale and strong comprehensive advantages, and form a prefabricated building industry cluster based in Anhui and facing the Yangtze River Delta.

It is understood that Hefei strives to build 3 national prefabricated construction industrial parks, 10 national prefabricated construction industrial bases, 30 provincial prefabricated construction industrial bases, and 30 key concrete parts and components manufacturers by 2025. The total designed production capacity reaches more than 5 million cubic meters; there are 5 key manufacturers of fabricated steel components, and the total designed production capacity reaches 3 million tons. Cultivate no less than 100 key enterprises in design, production, research and development, testing, consulting services, and equipment supporting.

"Hefei City will also explore the establishment of an Internet platform for the prefabricated construction industry to support the prefabricated construction industry base to strive for the creation of a national/provincial enterprise technology center and R&D center, and promote the overall improvement of the industry with technological innovation." The relevant person in charge of the Municipal Urban and Rural Construction Bureau said.
