Tibet strives to transform 100 old communities by 2025

Recently, the Department of Housing and Urban-Rural Development of the Tibet Autonomous Region issued the "Work Plan for Comprehensively Promoting the Reconstruction of Old Communities in Our Region’s Urban and Rural Areas", which clarified the work objectives, renewal content and tasks for the future reconstruction of old communities in cities and towns in the autonomous region. By 2025, the whole district will strive to complete the transformation of 100 old communities, focusing on the completion of the urban old communities that need to be renovated before the end of 2000.

The plan clarifies the objects and scope of the reconstruction of old communities in cities and towns of the autonomous region. Among them, the reconstruction targets include residential communities where the city or county was built earlier, the facilities in the community are out of maintenance and management, the municipal supporting facilities are not perfect, the community service facilities are not perfect, the environment inside and outside the community is dirty and poor, and the residents have a strong desire to renovate. The communities that have been transformed into shanty towns are not included in the scope of the transformation of old communities in cities and towns.

According to the plan, the content of the transformation is divided into three categories: basic category, perfect category, and upgrade category. The plan provides detailed guidance and regulations on the content of these three types of renovations, and from the aspects of formulating reconstruction planning plans, formulating community reconstruction plans, strengthening reconstruction project construction management, and establishing follow-up long-term management mechanisms, deployments have been made for the reconstruction of old communities in cities, cities, and towns. In addition, the plan also clarified the safeguard measures in the renovation work.

It is understood that the basic renovation content list of old communities in cities and towns of the autonomous region involves 14 items including road renovation, power facility renovation, and telecommunications facility renovation. The improvement content list involves 14 items such as the demolition of illegal buildings and the renovation of the residential area, and the improvement content list involves 7 items such as public health facilities and educational facilities.
