Shandong Province plans to start construction of 100 million square meters of prefabricated buildings during the "14th Five-Year Plan" period

On the afternoon of June 18, the Housing and Urban-Rural Development Department of Shandong Province held a news media briefing on the "14th Five-Year Plan" for the development of housing and urban-rural construction in Shandong Province. Director Wang Yuzhi, Deputy Directors Xu Qifeng, and Zhou Shandong attended the briefing to introduce and interpret the situation. The second-level inspector and office director Pan Lanjun presided over the meeting. Reporters from the central news unit in Shandong, the provincial and Jinan city news units attended the briefing.

The "Fourteenth Five-Year Plan for the Development of Housing and Urban-Rural Development in Shandong Province (2021-2025)" (Hereinafter referred to as "Planning") adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and earnestly implements the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd, 4th, and 5th Plenary Sessions of the 19th Central Committee. In-depth implementation of General Secretary Jinping’s important instructions and requirements for Shandong work and housing and urban-rural construction work, scientifically grasp the new development stage, firmly implement the new development concept, actively integrate into the new development pattern, and systematically summarize the development of the "13th Five-Year Plan". It clearly puts forward the long-term development goals for 2035, and comprehensively elaborates the overall goals, main tasks and key measures of the development during the "14th Five-Year Plan" period. It is the blueprint and program for the reform and development of housing and urban-rural construction in the province.

The "Plan" puts forward that the overall goals of the province’s housing and urban-rural construction under the "14th Five-Year Plan" development are: New results have been achieved in the construction of the housing market system and housing security system, urban quality has been improved, industrial upgrading has achieved new breakthroughs, reforms have taken new steps, and rural construction has reached a new level. During the "14th Five-Year Plan" period, the province started to renovate 2.4 million old urban communities and 500,000 shanty towns, and the property service coverage of residential communities reached 90%. 6,000 kilometers of urban roads were added, 120,000 new public parking spaces were added, and 5,000 kilometers of urban sewage pipe networks and 5,000 kilometers of rainwater pipe networks were newly reconstructed and restored. The utilization rate of recycled water in the city (county town) has reached 50%, the per capita park green area has reached 17.5 square meters, the domestic waste incineration rate has reached 85%, and the clean heating rate has reached over 80%. The province's construction comprehensive qualification enterprises reached 60, the annual output value exceeded 10 billion enterprise groups reached 40, 500 million square meters of green buildings were newly added, and 100 million square meters of prefabricated buildings were newly started.

The "Plan" pointed out that during the "14th Five-Year Plan" period, the province's housing construction system will closely focus on the "five development goals" proposed by General Secretary Xi Jinping, implement five key tasks, and accelerate breakthroughs in five areas. The first is to implement urban renewal actions to achieve new breakthroughs in achieving more sustainable development. The second is to improve the level of livability and security, and make new breakthroughs in achieving more equitable development. The third is innovation-driven industrial upgrading, and new breakthroughs have been made in achieving higher-quality development. The fourth is to deepen the reform of the industry and make new breakthroughs in achieving more efficient development. Fifth, make every effort to ensure the stability of the system and make new breakthroughs in achieving safer development.
