Jiangxi Province's "14th Five-Year Plan" plan to transform 6,243 old communities in cities and towns

On June 14, the reporter learned from the Jiangxi Provincial Department of Housing and Urban-Rural Development that the "Special Plan for the Reconstruction of Old Communities in Jiangxi Province (2021-2025)" has been compiled and submitted to the provincial government for approval. During the "14th Five-Year Plan" period, the province plans to renovate 6,243 old communities in cities and towns, involving a total of about 1,608,700 households, and an estimated total investment of about 49.859 billion yuan. Among them, 4,598 communities were mainly based on basic renovation content, 1,105 were mainly on perfect renovation content, and 540 were mainly on upgrading renovation content.

The bottom line shows that Jiangxi Province has a total of 8,0887 old urban communities built before the end of 2005, involving 1.6 million households, 97,100 buildings, and a total construction area of 157 million square meters. Since 2019, Jiangxi Province has regarded the promotion of the transformation of old communities in cities and towns as a major livelihood project and development project. In accordance with the requirements of building a complete residential community, efforts have been made to complement the shortcomings of municipal infrastructure and public services, and greatly improve the level of community living environment. From 2019 to 2021, 3,469 old and urban communities will be included in the central subsidy fund-supported reconstruction plan, involving 1.0224 million households. As of the end of May this year, in 2020, the province’s old communities planned to complete the renovation of 304,000 households, with a completion rate of 91.64%. In 2021, the number of households planned for 2021 has been 206,500, and the operating rate of households is 48.68%.

Jiangxi Province regards environmental remediation and infrastructure reconstruction as an important part of the transformation of old communities, focusing on dismantling fences, clearing illegal construction, eliminating messy, optimizing the environment, strengthening functions, and improving quality. At present, about 34,700 illegal construction sites of 1.02 million square meters have been demolished, and about 290,000 anti-theft windows (nets) of nearly 1.2 million square meters have been demolished or installed. After the transformation, the old community environment has undergone profound changes, solving the chronic problems that the masses have wanted to solve for many years, and realizing the co-construction and sharing of service facilities and public spaces in the area, and comprehensively improving the functions and quality of the transformed community.
