Hebei Province issued the first batch of lists of reproducible policy mechanisms for the renovation and installation of elevators in old communities in cities and towns

Promoting the transformation of old communities in cities and towns and guiding the installation of elevators in existing houses in old communities with conditions is of great positive significance for the implementation of urban renewal actions and the promotion of people's livelihood and expansion of domestic demand. In order to promote the improvement of the quality and efficiency of the renovation of old communities and the installation of elevators in Hebei Province, the Office of the Leading Group for the Reconstruction of Old Communities in Hebei Province recently summarized a number of policies and mechanisms that can be replicated inside and outside the province. “List of Reproducible Policy Mechanisms for Reconstruction of Old Urban Residential Districts (First Batch)” and “List of Reproducible Policy Mechanisms for Installing Elevators in Old Urban Residential Districts (First Batch)” were issued for local governments to learn from in their work.

The "List of Reproducible Policy Mechanisms for the Reconstruction of Old Urban Residential Districts (First Batch)" involves 41 initiatives in 10 aspects including promotion of renovation projects, accelerated approval of renovation projects, integrated utilization of stock resources, rational sharing of renovation funds between the government and residents and social forces, mobilization of residents to participate, generation of renovation projects, and participation of market forces.

The "List of Reproducible Policies and Mechanisms for Installing Elevators in Old Towns and Towns (First Batch)" includes a total of 15 measures in five aspects: pre-preparation phase, project approval phase, construction and installation phase, operation and maintenance phase, and multi-channel fund-raising.

In recent years, various parts of Hebei Province have continuously improved the infrastructure and safety facilities of old communities in combination with actual conditions, improved the management level of community public services, and actively created a well-equipped, well-managed, safe and healthy living environment for residents, which has been widely recognized by residents. The measures and practices in the list issued this time are specific and detailed, and some are derived from the renovation or installation of elevators in old communities in Beijing, Guangzhou, Zhejiang, Shandong and other cities and provinces where the work has been carried out well in the country. There is also a summary of the experience of some cities in Hebei Province in exploring and promoting the transformation of old urban communities or installing elevators, which is in line with the reality of Hebei Province and has a strong practical guiding significance.
