Fuzhou actively promotes steel structure prefabricated houses and will carry out pilot work

On June 2, 2021, the official website of Fuzhou Urban and Rural Construction Bureau released the article "Our City Actively Promotes Steel Structure Prefabricated Housing".

According to the content, first, the promotion of prefabricated steel structure residences will be included in the development direction of prefabricated buildings in our city through the special planning of prefabricated buildings in our city;

The second is to start the investigation of steel structure prefabricated houses, and plan to organize the responsible persons of the construction bureaus of counties and cities to go to Wuhan, Zhejiang and other cities to investigate the prefabricated steel structure residential technology system, the prefabricated steel structure residential project supervision model, and on-site observation of the prefabricated steel structure residential site;

The third is to establish and improve the talent training system for the entire industry chain of prefabricated steel structure prefabricated housing, and increase the intensity of talent introduction and training for prefabricated steel structure housing;

The fourth is to carry out the pilot work of prefabricated housing, select some districts and counties with better economic conditions to carry out the pilot work of steel structure prefabricated housing. Clarify the objectives, tasks and safeguard measures of the pilot work, encourage leading steel structure enterprises to try first, and form a steel structure prefabricated residential construction industry chain with core competitiveness.

The "Technical Standards for Prefabricated Steel Structure Residential Buildings" issued by the Ministry of Housing and Urban-Rural Development will be implemented on October 1, 2019. This standard is an industry standard, numbered JGJ/T469-2019.

The so-called prefabricated building refers to a building assembled on-site using standardized, integrated, and modular prefabricated components produced by the factory. In terms of structural form, it mainly includes prefabricated concrete buildings, steel structure buildings and modern wooden structure buildings. Prefabricated houses are the best means to realize the green development of houses in the new era.

It is reported that the steel structure house refers to a residential building constructed with factory-produced steel profile components as the load-bearing framework and new lightweight, heat-preserving, heat-insulating, and high-strength wall materials as the enclosure structure. The industrialization of steel structure housing refers to the use of steel structure housing as the final product. Through socialized mass production, the process of investment, development, design, construction, and after-sales service of steel structure housing is centralized and unified into an overall organizational form. The prefabricated steel structure residence has the characteristics of modularization and standardization, adapting to the needs of industrialization, and has superior seismic performance, short construction period, recyclable steel and good comprehensive technical and economic indicators.

Fuzhou City took the lead in promulgating relevant documents for the promotion of prefabricated buildings in Fujian Province. The "Notice of the Fuzhou Municipal People's Government on Accelerating the Modernization of the Construction Industry" (Rong Zhengzong (2016) No. 102) was issued in 2016 and the "Implementation Opinions of the Fuzhou Municipal People's Government on Accelerating the Development of Prefabricated Buildings"(Rong Zhengzong [2017] No. 1164) in 2017. Since the issuance of documents related to the advancement of prefabricated buildings, Fuzhou’s prefabricated buildings have been ranked first in the province for three consecutive years in terms of the area of prefabricated buildings, and has been praised by the Provincial Department of Housing and Urban-Rural Development. As of July 2020, Fuzhou prefabricated construction has started 38 projects with an area of 2.18 million square meters, and the area of operations is temporarily ranked first in the province.

According to documents issued by the Fuzhou Municipal Government, from April 2016 to December 2017, the proportion of commercial residential projects newly acquired for construction land using prefabricated construction reached more than 20% of the total construction area.

In addition, there are 6 prefabricated concrete structure industrial bases in Fuzhou (3 national demonstration bases), located in Changle District, Fuqing City, Lianjiang County, and Minqing County. The designed production capacity is 1.05 million cubic meters per year, and there are 7 prefabricated steel structure industrial bases (1 national demonstration base). Distributed in Changle District, Mawei District, Lianjiang County, Minqing County, with a designed production capacity of 360,000 tons/year.
