Huzhou City Government Procurement Supports Green Building Development

As one of the pilot cities for the coordinated development of green buildings and green finance across the country, Huzhou City has officially launched a government procurement support green development service platform recently. This is also the first pilot city online service platform launched nationwide after the state issued the "Notice on Government Procurement Supporting Green Building Materials to Promote the Pilot Work of Building Quality Improvement" last year.

The platform relies on the Zhengcaiyun Green Building Materials Pavilion and has three major sections: "Green Building Materials", "Green Products" and "Green Finance". Use the digital platform to show users information about the pilot project of the city's government procurement to support green building materials to promote the improvement of building quality, the directory of model companies, green products, and green building benchmarking demonstration projects. At the same time, the transaction function is opened up, and users are supported to conduct online transaction operations through the "Green Product Pavilion" of Zheng Caiyun. At present, the first batch of pilot units has settled in more than 5,300 building materials brand manufacturers, more than 1,700 construction units, more than 400 testing institutions, and nearly 1,400 design units, which can support the characteristic businesses of the three pilot units in the province.

After the platform was launched, there were specific standards for green building materials procurement. According to the "Basic Requirements for Government Procurement of Green Buildings and Green Building Materials", Huzhou City digitally decomposed 277 green attribute indicators and 322 quality attribute indicators, and sorted 46 green building materials related standards. When building materials brands publish products on the platform, they must truthfully fill in the indicators, and the system will conduct a green performance review.

In the follow-up expert review link, the platform will take the initiative to display the green performance requirements compliance reference standard as a reference for review and improve the accuracy and convenience of expert review.

Through this platform, building materials brands can commission online testing and release products, testing agencies accept commissions online and generate testing orders, and support suppliers to pay online. The platform can centralize procurement in batches, integrate the procurement requirements of various engineering projects, and obtain more favorable quotations. In addition, the platform is connected to Zhengcaiyun's "open bid evaluation without meeting" system to support online application for procurement plans, and complete various links such as commissioned project establishment, bidding, bidding, bid opening, bid evaluation, and contract signing. Realize the entire process of electronic "no run, no paper, no paper", reducing supplier bidding costs and administrative management costs.

At present, the Huzhou City Finance Bureau has initially completed the preparation of the "Administrative Measures for the Centralized Procurement of Green Building Materials for Government-Invested Projects" and the "Management Rules for Suppliers of the Green Building Materials Pavilion". Next, the bureau will accelerate and supervise the implementation of relevant plans, promote the full implementation of various reform tasks, and provide users with more comprehensive batch centralized procurement, green certification, green finance and other "one-stop" services.
