Hubei Province’s Experience in Renovating Old Community

On May 25th, the reporter learned that the Hubei Provincial Housing and Urban-rural Development Department is actively exerting its subjective initiative and trying to do everything possible to win the support of the whole society. At present, Hubei Province has a number of urban and old community renovation experiences that have been promoted nationwide by the Ministry of Housing and Urban-Rural Development.

It is reported that on April 12 this year, the Urban Construction Department of the Ministry of Housing and Urban-Rural Development forwarded Hubei Province’s "Implementation Opinions of the General Office of the Provincial People's Government on Accelerating the Reconstruction of Old Urban Communities" to the National Housing and Construction System. The document pointed out that the "Implementation Opinions" of Hubei Province combined with the actual conditions of the region, refined and improved the organization and implementation, supporting policies, and safeguard measures, which have strong guidance and pertinence for the work of cities and counties.

In terms of mechanism innovation, in December last year, the General Office of the Ministry of Housing and Urban-Rural Development issued the "List of Reproducible Policies and Mechanisms for the Reconstruction of Old Urban Residential Areas (First Batch)." Hubei Province has innovated financial service models and applied for provincial-level unified loan projects; Yichang City has perfected fund distribution rules and reformed the rational sharing of funds between the government, residents, and social forces. On May 11, the third batch of reproducible policy mechanisms recommended by the Ministry of Housing and Urban-Rural Development included seven major types of policy mechanisms. Hubei Province is mobilizing residents to participate, generating renovation projects, and establishing renovation fund coordination and performance evaluation and appraisal mechanisms. The three major sectors are all included.

Not only that, in December last year, the Urban Construction Department of the Ministry of Housing and Urban-Rural Development also forwarded and promoted the "Guidelines for the Reconstruction of Old Communities in Hubei Province (Second Edition)" and "Small Stories on the Reconstruction of Old Communities in Hubei Province" for local learning and reference.

It is understood that the Hubei Provincial Department of Housing and Urban-Rural Development has collected hundreds of three compilations of short stories about the transformation of old communities in cities and towns across the province. A group of vivid stories about the people's personal experience conveyed the changes in the urban environment brought about by the renovation of old communities, and created a good atmosphere for the development of work.
