Three measures in Zhejiang Province to "escort" green buildings to a new level

Recently, the General Office of the People's Government of Zhejiang Province issued the "Implementation Opinions on Promoting the Reform, Innovation and High-Quality Development of Zhejiang Construction Industry" (hereinafter referred to as the "Opinions"). The "Opinions" pointed out that by 2025, the field of green buildings will reach a new level. Prefabricated buildings accounted for more than 35% of new buildings, and steel structure buildings accounted for more than 40% of prefabricated buildings.

The "Opinions" clarified that green building standards are fully implemented for newly-built civil buildings in cities and towns, and the proportion of high-quality green buildings has steadily increased. Accelerate the implementation of a new type of building industrialization based on mechanization, prefabricated construction and decoration as the main form, and supported by information and digital means.

In order to achieve the above goals, the "Opinions" put forward that, first, we must accelerate the promotion of green buildings. Earnestly implement the requirements for carbon peak and carbon neutrality, improve the special plan for green buildings, fully implement the green building standards for new civil buildings, and raise the green standards for large public buildings and government-invested public welfare buildings. Actively promote the energy-saving renovation of existing buildings, increase the application of renewable energy, and promote the integration of renewable energy buildings. Standardize the management of green building signs. Promote green construction methods to improve the level of comprehensive utilization of construction waste. Promote the evaluation, certification, promotion and application of green building materials, and establish a mechanism for adopting green building materials.

The second is to accelerate the industrialization of new types of buildings. Vigorously develop steel structures and other prefabricated buildings, and steadily promote the pilot projects of steel structure prefabricated houses. Governments that are suitable for prefabricated structures invest in new public buildings and municipal bridges, rail transit, transportation hubs, etc., and it is advocated that prefabricated buildings such as steel structures should be used first. Speed up the promotion of advanced and applicable structural systems and enclosure systems. Accelerate the cultivation of the construction machinery industry system, and guide general contracting enterprises to build mechanized construction teams that are compatible with prefabricated buildings.

The third is to accelerate the advancement of assembly decoration. Accelerate the research on assembly decoration technology and standards, and vigorously promote pipeline separation and integrated decoration technology. Promote the application of integrated and modular building components such as integrated kitchens and bathrooms. Strengthen the application of prefabricated decoration in commercial housing, and promote the deep integration of prefabricated buildings such as prefabricated decoration and steel structure.

It is worth noting that the "Opinions" will also strengthen financial safeguards. For example, actively expand the scope of collateral and support construction enterprises to use construction materials, engineering equipment, engineering projects, etc. as collateral to make loans. Support financial institutions to provide financial services such as pledge of accounts receivable and bond issuance financing for construction enterprises. Incorporate steel structures and other prefabricated buildings into the scope of key support for green finance. Provide support to eligible enterprises and projects by opening up green channels, increasing credit support, and reducing financing costs.
