Recently, Shijiazhuang City issued "Several Measures to Support the Development of Passive Ultra-low Energy Building Industry", which proposed to vigorously promote the development of the passive ultra-low energy building industry. This year, construction of a new passive ultra-low energy consumption building area of 200,000 square meters will be started. By 2023, a total of 2.5 million square meters of passive ultra-low energy consumption building area will be started, and by 2025, a total of 3 million square meters of passive ultra-low energy consumption building area will be started.

In the future, government-invested or government-funded public buildings such as office buildings, schools, and centralized public rental housing, expert apartments, talent apartments and other residential buildings in Shijiazhuang City will be planned, constructed and operated in accordance with passive ultra-low energy building standards. Encourage existing buildings, especially schools, museums, libraries and other public welfare buildings to adopt contract energy management methods to carry out passive ultra-low energy consumption green transformation. Encourage qualified rural individuals to build their own houses and other buildings in accordance with passive ultra-low energy building standards.

Projects built with passive ultra-low energy consumption building technology use central heating for heating according to the heat metering price. If central heating facilities have been reserved but not used, the basic heating fee is not charged. For projects constructed with passive ultra-low energy consumption building technology, the key supervision ratio (amount) of pre-sale funds can be lowered, and the allocation node can be increased or the pre-sale funds will be moved forward by one node for allocation.

In the next step, Shijiazhuang City will actively strive for special funds for the high-quality development of key industries, giving priority to the development of passive ultra-low-energy building industries. Companies that manufacture proprietary components of passive ultra-low energy consumption buildings, such as high-performance doors and windows, environmental integrated machines, thermal insulation systems, and special special materials, adopt appropriate forms and give priority to policies. Support the improvement of the development quality of the entire industry chain in the design, construction, operation and maintenance links. Use housing provident fund loans to purchase new green building self-houses that are higher than the lowest grade of green building standards, and the maximum loan amount rises to 700,000 yuan.
