Zhejiang Huzhou Finance Bureau: Launched the first batch of government procurement in the country to support green building materials to promote building quality improvement pilot work

Huzhou City is one of the first six pilot cities in the Ministry of Finance to support green building materials to promote building quality. Efforts will be made to build Huzhou into a growth triangle and even promote the use of green buildings and green building materials in Huzhou as the "greenest green land", and make it the "hottest land" for the demonstration of high-quality integration of green buildings and green building materials industry clusters. Up to now, 14 pilot projects for purchasing and supporting green building materials to promote the improvement of building quality have been identified, with a total investment of 1.280 billion yuan and a total area of 185,600 square meters. The market share of industries related to green buildings and green building materials ranks in the forefront of the country. There are currently 20 national green product certification enterprises, and the number ranks first in the country's prefecture-level cities. There are 32 green building materials companies settled on the platforms of "Government Procurement Loan" and "Green Loan Link", with a credit of 218 million yuan and a loan of nearly 200 million yuan.

1.Focus on the cooperation of all parties and implement "deep-level" planning

Strengthen the organization and construction, and immediately set up a leading group for the pilot work of government procurement to support green building materials to promote the improvement of building quality, and set up an office to clarify the division of responsibilities and consolidate the implementation of responsibilities. Considering the overall plan, formulating and issuing pilot work implementation plans, and promulgating 16 policies on accelerating the development of green buildings. Clearly select hospitals, schools, exhibition centers, affordable housing and other new construction projects that use financial funds to carry out pilot work. Set up a negotiation and communication mechanism for all parties, closely follow the pilot situation, investigate and grasp the market scale of green buildings and green building materials, and analyze and study the next advancement plan. Insist on piloting first, plan and construct the Changdong area of the South Taihu New District into a green building development demonstration zone, establish a green building and green building material project library, and determine 13 projects as the first batch of green building demonstration projects through financial guarantees. It is clarified that 4 projects are the first batch of pilot projects in the city to purchase support for green building materials to promote building quality, with a total investment of 1.280 billion yuan and a total area of 185,600 square meters.

2.Focus on pilot integration and promote "combined" development

In March 2020, Huzhou was approved as the country's first and only pilot project for the coordinated development of green buildings and green finance. In accordance with the idea of pilot integration and promotion, the Huzhou City Finance Bureau considers, systematically researches, and makes overall arrangements for the pilot work of government procurement to support green building materials to promote the improvement of building quality, the country’s first green product certification pilot, and the construction of the national green finance reform and innovation pilot zone to achieve a win-win effect of mutual promotion and common progress. Focusing on the requirements for strengthening the allocation of funds, the "25 Green Financial Reforms" were specifically introduced, and a special fund of 1 billion yuan was set up to focus on supporting the supply of green finance, the development of green industries, and product and service innovation. Vigorously cultivate enterprises engaged in green building and production of green building materials, and leveraged 20 billion yuan of green building investment to settle in Huzhou with flexible support and incentives. The Huzhou City Finance Bureau highlighted the awareness of exploring innovative practices, and developed 114 green financial innovation products in 36 banking institutions in the city. The country's first "Rural Housing Green Building Loan" and other products were successfully established. For green building materials companies whose main products are included in the government procurement catalog, they will be implemented with a 10% increase on the basis of the current green financial support policies such as green loan discounts and guarantee rate subsidies. With the support of green finance, the development of green buildings and green building materials has a richer choice of financial channels. In 2020, the city’s total green building loans totaled 14.87 billion yuan, a year-on-year increase of 53.6%; green building materials production and trade loans were 5.260 billion yuan, a year-on-year increase of 95.2%.

3.Focus on resource integration and strengthen "all-round" guarantee

Rely on a team of "enterprises, associations, and experts" to optimize policy supply. The Huzhou City Finance Bureau conducted a large number of surveys and surveys, covering platform companies such as Dadongwu Construction and Tianli Construction, and 17 green construction companies such as Huzhou Green Construction and Changxing Jinfeng. It also invited 22 technical experts to hold monthly seminars to analyze and modify the implementation plan, basic requirements for green building materials products, and procurement catalogs. Adhering to the concept of "fast, simple and thoughtful", optimize service supply. Combined with the deepening of the "three services" activities, the director personally led the team to visit and investigate enterprises and contact points for green building materials R&D and design, production and sales, construction and decoration, in-depth understanding of grass-roots work, and fully listened to and solve the actual problems of the enterprise. Actively develop green building projects and green building materials financing "fast channels", and specially formulated a list of green building projects in Huzhou City for 2020. All projects in the library can be directly qualified for financial support. At present, 284 projects in the city have entered the inventory database, with a total investment of 12.6 billion yuan.
