Hebei Province Issues Guidelines for the Application of Building Information Modeling (BIM) Technology

In order to guide the application of building information modeling (BIM) technology for construction projects in Hebei Province, and to improve the BIM application level of survey, design, supervision, construction, consulting, operation and maintenance units, the Department of Housing and Urban-Rural Development of Hebei Province compiled and issued the "Hebei Province Building Information Modeling (BIM) Technical Application Guide (Trial)" (hereinafter referred to as the "Guide").

The "Guide" is applicable to engineering projects that apply BIM technology throughout the life of housing construction and municipal public engineering buildings in Hebei Province. Engineering projects in other fields can be implemented by reference.

BIM technology can be applied to the entire life cycle of a construction project, including various stages such as survey, design, construction, operation and maintenance. It supports simulation, detection and performance analysis of project quality, safety, schedule, cost, environment, energy saving, etc., and can provide a basis for scientific decision-making and implementation optimization throughout the project.

The "Guide" clearly states that the BIM application mode is the application of BIM technology in the entire life cycle or a certain stage of a construction project, which can be divided into full life cycle applications, phased applications, and special applications.

The BIM implementation organization method is divided into three types: the construction party, the construction party, and the supervisory party according to the different subjects of implementation. The construction unit selects the appropriate BIM technology application mode by itself or entrusts a third-party organization to complete the BIM technology application of the project. The survey, design, construction, supervision, and operation and maintenance participating units apply BIM technology on their own or entrust a third-party organization to complete their own project construction content and assist project construction and management. Construction authorities at all levels and their commissioned engineering quality supervision agencies can apply BIM technology to complete project supervision.

Before the implementation of the project, the main body of the BIM implementation organization should take the lead in formulating the project's BIM application implementation plan, clarifying the project overview, BIM application planning, project information management plan, project management platform, achievement requirements, etc.

The "Guide" also clarifies the application content of the building information model in the geotechnical engineering survey phase, the plan design phase, the preliminary design phase, the construction drawing design phase, the construction preparation phase, the construction implementation phase, the operation and maintenance phase, and the engineering quantity calculation phase. Assist the scientific decision-making and implementation of the whole process of the project.
