It was learned from the Hebei Provincial Department of Housing and Urban-Rural Development that in recent years, Hebei Province has taken the preparation and implementation of green building special plans as an important measure to promote the high-quality development of the construction industry and promote the transformation and upgrading of urban and rural construction models. Up to now, a total of 161 plans have been compiled and completed in 11 districts and cities, 2 counties (cities) under the direct control of the province, and 148 counties (cities, districts) in the province, which are effectively connected with the land and space planning at the same level, achieving full coverage of the city and county-level green building special planning.

In recent years, Wen'an County has seized the opportunity of coordinated development of Beijing-Tianjin-Hebei and actively developed green prefabricated industries.

In order to promote the preparation and implementation of the green building special plan, Hebei Province has strengthened system design and scientifically drawn the "road map" of the green building special plan. At the provincial level, the "Guidelines for the Preparation of Special Planning for Green Buildings in Hebei Province" were formulated to scientifically and reasonably determine the development goals of green buildings at the city and county level; the city and county levels were prepared with special plans for green buildings, and effective measures were taken to achieve the implementation of the special plans. Focusing on accelerating the establishment and improvement of a green and low-carbon circular development economic system and promoting a comprehensive green transformation of economic and social development, unified deployment at the provincial level. They organically integrated the relevant requirements of green buildings, prefabricated buildings, ultra-low-energy buildings, green building materials applications, residential full decoration, and renewable energy applications into the special plans for green buildings, and put forward the idea of "big green construction" covering a wide range of content. .

At the same time, it adheres to the principle of adapting measures to local conditions, and all localities proceed from local conditions to prepare special plans for green buildings that meet local development requirements. Focusing on serving the country's major development strategies, promote the coordinated development of green buildings and related industries with the Beijing-Tianjin-Hebei region, the planning and construction of the Xiong’an New Area, and the preparation of the Beijing Winter Olympics. The key areas of the Central Beijing-Tianjin and Central Xiong'an New Areas are benchmarked against the Beijing-Tianjin and Xiong’an New Areas. East Hebei, southern Hebei, and northern Hebei serve the Beijing-Tianjin and Xiong’an New Districts, and Langfang City and Beisan County are fully integrated with the Beijing City Sub-center and Daxing Airport Airport Economic Zone. Zhangjiakou City highlights the "Green Olympics" and pays attention to the use of Olympic heritage in the post-Olympic era.

In order to strengthen coordination and linkage, Hebei Province has incorporated the requirements for the development of green buildings into the overall planning of the land and space, and divided the planning objectives into target units according to the control unit division of the regulatory detailed planning. Some counties (cities, districts) focused on achieving the "carbon peak" and "carbon neutral" goals, and adjusted the analysis of increasing carbon emissions in the planning content. At the same time, it pays attention to the realization of multi-plan integration, and the "multi-plan integration" concept of "housing and construction + natural resources" as the main and multi-departmental linkage is incorporated into the planning text. Improve safeguard measures, establish a coordinated linkage and long-term promotion mechanism for relevant departments, and promote the development of green buildings from the source.
