Heilongjiang: Prefabricated construction projects can pay land transfer fees in installments and reward plot ratios

On April 9, the Department of Housing and Urban-Rural Development of Heilongjiang Province issued a letter on soliciting opinions on the "Notice on Several Policies and Measures for Accelerating the Development of Prefabricated Buildings (Draft for Solicitation of Comments)", striving for the province’s prefabricated buildings to account for 30% of the newly built urban area at the end of the "14th Five-Year Plan" period.


The "Draft for Solicitation of Comments" puts forward 12 supporting policies, including payment of land transfer bonuses in installments, floor area ratio bonuses, pre-sale discounts for commercial housing, and halving of deposits.


Specifically, the "Draft for Solicitation of Opinions" identified Harbin as the key areas for promotion, Qiqihar, Mudanjiang, Daqing, and Jiamusi as areas for active advancement, and other cities (prefectures) as areas for encouraging advancement.


By the end of 2021, the proportion of prefabricated buildings in newly-built construction areas in key areas should reach 15% or more, and increase year by year. By the end of the "14th Five-Year Plan" period, the proportion of prefabricated buildings in the area of newly-built buildings should reach 40%. Actively promote that the proportion of regional prefabricated buildings in the area of newly built buildings should reach more than 10% and increase year by year. By the end of the "14th Five-Year Plan" period, the proportion of prefabricated buildings in the area of newly built buildings should reach 30%. Encourage the promotion area to build at least one prefabricated building demonstration project, and increase it year by year. By the end of the "14th Five-Year Plan" period, prefabricated buildings will account for 20% of the newly built building area.


In terms of support policies, the people's governments of various cities (prefectures) in Heilongjiang Province can arrange incentive funds for newly built industrial and civil buildings that meet the requirements of the prefabricated building standards through the local fund budget from the land transfer income. The land transfer fee can be paid in installments within the scope of compliance with the relevant policies and regulations; and the floor area ratio incentive policy can be formulated according to actual conditions.


The purchase contract amount of prefabricated parts of the prefabricated commercial housing construction project can be included in the total investment of the project. Pre-sale permits for commercial housing can be applied for pre-sale permits for prefabricated buildings whose construction progress has reached plus or minus zero, and the construction progress and completion and delivery date have been determined.


The project quality guarantee fund paid by the construction enterprise of the prefabricated construction project is calculated by halving the total price of the prefabricated components as the base. Real estate development units and construction companies related to prefabricated construction have fully implemented project guarantee bonds instead of bid bonds, performance bonds and project quality bonds.


At the same time, cities (prefectures) in Heilongjiang Province encourage and support enterprises, colleges and universities, and research and development institutions to research and develop new technologies, new processes, new materials and new equipment for prefabricated buildings. Eligible research and development expenses can enjoy preferential policies such as pre-tax deductions in accordance with relevant national regulations, and high-tech enterprises can enjoy corresponding preferential tax policies. Sales of self-produced new wall materials that comply with the policy will implement the policy of 50% refund upon collection of value-added tax.


The "Draft for Solicitation of Comments" clearly stated that Heilongjiang will cultivate a number of prefabricated construction industry bases and establish a full prefabricated construction industry chain covering R&D and design, production of parts and components, construction and installation, training and education. Establish and improve technical standards and quality supervision systems, further give full play to the demonstration and leading role of government-invested buildings, and vigorously promote steel structures and other prefabricated buildings.
