On April 2, it was revealed at the 2021 annual city-wide building energy-saving work deployment meeting that the area of construction projects constructed in the prefabricated manner in the city this year will be no less than 12 million square meters, accounting for more than 30% of the city’s new building area. New buildings strictly implement building energy-saving standards, and the area of renewable energy buildings in the central urban area should reach more than 15% of the completed building area. Large-scale public buildings, affordable housing, and large-scale real estate projects will see more and more green buildings.

"Vigorously develop prefabricated buildings and green buildings, and make building a house like building a car is also the best way to solve the three major pain points of quality, safety, and civilized construction." The relevant person in charge of the Municipal Urban Construction Bureau said.       

Prefabricated building refers to the transfer of a large number of on-site operations in the traditional construction method to the factory, and the production of building components and accessories (such as floor slabs, wall panels, stairs, balconies, etc.) in the factory assembly line. Then transport to the construction site, hoist and install the building through a reliable connection method, which will effectively improve the construction efficiency, reduce pollution consumption, crack the "leakage" and other stubborn diseases of the building, and gradually eliminate the common problems of building quality.

At present, the prefabricated buildings in the city have shifted from pilot demonstration to the comprehensive promotion stage in key areas. During the epidemic, the construction of Wuhan's "Two Mountains" hospitals all adopted prefabricated construction methods, highlighting the "Chinese speed". In 2020, Wuhan will be approved as a national model city for prefabricated buildings. This year, Wuhan has launched a green creation initiative, and the prefabricated construction area will reach 12 million square meters. All newly-built civil buildings in the city, public welfare public buildings invested by the city's government, and self-contained affordable housing projects should adopt prefabricated building standards for planning, design, and construction.

The enclosure structure of subway tunnels, the non-motor vehicle lanes of urban roads, and the drainage pipe network shall be constructed in a prefabricated manner in principle, and municipal infrastructure such as urban roads, bridges, and integrated pipe corridors are encouraged to adopt prefabricated construction methods.       

In order to ensure that the implementation is in place, the relevant departments will strictly control the project approval, land transfer and planning approval, construction drawing review and construction permit management, construction process and completion acceptance supervision, etc., and clearly follow the prefabricated building construction, and the assembly rate is not less than 50%.

At the same time, building energy conservation and green buildings will be vigorously promoted starting this year. Office buildings of state agencies, large public buildings, and public welfare buildings invested by the government shall implement the two-star and above green building standards. The city's affordable housing implements the one-star and above green building standards, and the real estate projects with a planned area of 100,000 square meters and above are not lower than the one-star green building standards. The green building star rating of the project is clearly defined in the construction drawing review certificate. Central urban areas, new urban areas, and development zones promote the application of renewable energy in buildings, and encourage the use of renewable energy such as solar energy, air energy, and shallow ground energy. The city's completed renewable energy building area is not less than 6 million square meters, and the integrated external wall insulation system engineering project suitable for Wuhan's climate characteristics is promoted.

In order to ensure green construction and project quality, the city's ready-mixed concrete industry will start a two-year comprehensive management campaign with immediate effect. In terms of laboratory management, raw material use, mix ratio management, transportation process control, delivery inspection, safe production of concrete production sites, green production, and dust pollution prevention and control, strict standards and rigid leverage have been formulated. According to the requirements of the action plan, more than 90% of the ready-mixed concrete production sites must have a green production evaluation score of 85 points or more.
