Jinan City, Shandong Province issued new regulations to encourage the development of green buildings

A few days ago, Jinan City issued an opinion to provide policy support for green buildings. Those who meet the conditions can receive floor area ratio rewards and enjoy preferential treatment for pre-sale permits and fund supervision. In case of severely polluted weather, emergency response to level II and below can not stop work, and use renewable resources for heating to provide financial rewards and supplements.

In order to promote the construction of a green city demonstration zone in Jinan's new and old kinetic energy conversion starting area, during the "14th Five-Year Plan" period, the proportion of green buildings in urban new civil buildings will reach 100%. Among them, government-invested or government-invested public buildings and other large public buildings shall be constructed in accordance with the two-star or higher green building standards. High-star (two-star and above) green buildings and healthy buildings, prefabricated buildings, passive ultra-low energy buildings and near-zero energy buildings, such as high-standard buildings that meet the goals of ecological development and improve the living environment of the masses, will enjoy policy dividends. The construction unit may declare in accordance with regulations that the floor area ratio is not included in the construction area. When handling the pre-sale fund supervision procedures and pre-sale permit procedures, the "Special Review Opinions on High-quality Construction Projects in Jinan" can enjoy the relevant project progress support policies. During the emergency response period of severely polluted weather level II and below, the procedures for non-stop work can be handled. High-quality construction projects that do not connect to the municipal heating pipe network and use renewable energy for heating can apply for funding awards and subsidies after they are completed and put on record. For the construction projects in Lixia District, Shizhong District, Huaiyin District, Tianqiao District, and Licheng District, Jinan Housing and Urban-rural Construction Bureau proposes the allocation plan of subsidy funds. The funding policies for other districts and counties shall be determined by the housing construction departments of the districts and counties in conjunction with the financial departments. High-star green buildings that apply for supporting policies shall be evaluated and obtained identification certificates within two years after completion and acceptance.
