Shaanxi Province: Complete renovation of residential buildings in central urban areas by 2025

In order to promote the industrialization, digitalization, and intelligent upgrading of buildings, accelerate the transformation of construction methods, and promote the high-quality development of the construction industry, recently, Shaanxi Provincial Department of Housing and Urban-Rural Development and other 17 departments jointly issued the "Implementation Opinions on Promoting the Coordinated Development of Intelligent Construction and Industrialization of New Buildings"(Hereinafter referred to as "Opinions").

The "Opinions" put forward that starting from 2021, the area of newly-started construction projects will increase by more than 3% each year for the construction of new-type building industrialization demonstration projects. The proportion of industrialized construction for new projects in the urban center area of the transfer or allocation of land shall not be less than 20%, and it will increase year by year. By 2025, the new building industrialization policy system and industrial system will be basically established, and prefabricated buildings will account for more than 30% of new buildings. The residential buildings in the central urban area of the city are fully decorated, and the comprehensive capabilities of the development, design, construction, supervision and production enterprises, equipment, technology, and talents that are adapted to the industrialization of new buildings have been significantly improved. Form a group of more than downstream backbone enterprises as the core and complete industrial chain industrial clusters. By 2035, the coordinated development of intelligent construction and the industrialization of new buildings in our province will achieve remarkable results, the innovation ability of enterprises has been greatly improved, the overall advantages of the industry have been significantly enhanced, the level of "Intelligent Construction in Shaanxi Province" is at the forefront of the country, and the industrialization of new buildings has been fully realized.

The "Opinions" clarified seven key tasks for promoting the coordinated development of intelligent construction and new building industrialization in various regions, including studying and formulating detailed development plans, accelerating the construction of building industrialization bases, promoting the in-depth integration of information technology, establishing a green construction system, vigorously develop prefabricated buildings, promote assembly-based full decoration models, and strengthen water-saving and renewable energy applications.

The "Opinions" also proposed to consolidate the foundation for innovation and development, optimize the efficiency of examination and approval services, accelerate the formulation of supporting standards, improve the quality of integrated design, improve the management of bidding and bidding, innovate project organization and management, and improve market supervision methods. It is necessary to increase policy support, innovate capital investment methods, improve financial services, implement tax and fee concessions, support the general contracting model of projects, and encourage engineering consultation throughout the process. It is necessary to implement project security services, strengthen land security, strengthen scientific and technological support, strengthen personnel training, ensure the smooth flow of goods, and strictly follow-up and supervise.
