Recently, the reporter learned from the Housing and Urban-Rural Development Bureau of Hengshui City that according to the latest Hengshui City’s “Work Plan for Comprehensively Promoting the Reconstruction of Old Urban Communities” issued by Hengshui City, Hengshui City will comprehensively promote the transformation of old urban communities. Strive to use two years to fully complete the transformation of old communities in cities and towns in the city.


"The renovation of old communities in cities and towns is mainly aimed at residential communities that were built early in the city or county (chengguan town), are out of maintenance and management, incomplete municipal supporting facilities, imperfect community service facilities, and residents who have a strong desire to renovate." According to the relevant person in charge of the Housing and Urban-rural Construction Bureau of Hengshui City, at present, all the old towns and communities built in Hengshui City before 2000 have been completely renovated, a total of 503. Old towns and cities built from 2001 to 2005 can be included in the scope of renovation if more than 80% of the residents agree and the proportion of residents and society contributes to more than 20% of the total investment in the renovation of the district, a total of 224. In addition, the urban shanty towns reconstruction plan, the shanty towns (residential housing) that are planned to be rebuilt by demolishing, as well as areas and urban villages where residents' self-built houses are the mainstay, are not within the scope of urban old community reconstruction.


According to reports, during the "14th Five-Year Plan" period, Hengshui City plans to renovate a total of 727 old communities in cities and towns. In 2021, there are plans to renovate 312 old communities in cities and towns, including 166 in Taocheng District, 7 in Hengshui High-tech Zone, 50 in Jizhou District, 18 in Fucheng County, 18 in Jing County, 14 in Anping County, 14 in Wuyi County, 10 in Gucheng County, 8 in Wuqiang County, and 7 in Zaoqiang County. In 2022, it is planned to complete the renovation of 415 old communities. According to the requirements of the Provincial Department of Housing and Urban-Rural Development, the transformation of old communities in cities and towns during the "14th Five-Year Plan" must be completed in two years, and the transformation of old communities in cities and towns during the "14th Five-Year Plan" must be completed by the end of 2022.

The promotion category is the content that enriches the supply of community services and improves the quality of life of residents. In order to improve the management level of the community, the plan requires the simultaneous advancement of professional property services and the renovation of old communities. According to the standard of integration of renovation and operation, the residents are guided to negotiate and determine the management mode for the communities without property services, and establish a follow-up long-term management mechanism to ensure that all renovated communities must be "managed". For communities that adopt professional property management, “owners whose exclusive part accounts for more than two-thirds of the area and whose number accounts for more than two-thirds participate in the voting. Moreover, it shall be carried out with the consent of the owners who participated in the voting of more than half of the area of the exclusive part and the owners who participated in the voting. Implement inventory management of property services, provide three types of tasks covering cleaning and cleaning, property maintenance, and safety precautions, and adopt a "try first and buy later" approach to allow residents to gradually accept the concept of payment for property services.


In order to steadily promote the transformation of old communities, Hengshui City will establish green channels for the approval of old community reconstruction and community service improvement projects, broaden the channels for reconstruction funds, increase financial guarantees, and establish a reasonable sharing mechanism for residents.
