During the "Thirteenth Five-Year Plan" period, the construction industry in Guangdong Province continued to develop healthily, with the total output value of the construction industry rising year by year, breaking through the one trillion yuan mark for the first time. From 965.231 billion yuan in 2016 to 1.66 trillion yuan in 2019, an average annual growth rate of 18%. Cultivate large-scale construction enterprises and outstanding construction talents, promote leading enterprises to become bigger and stronger, and professional contracting enterprises to become better and more refined. The province has 30 enterprises with special qualifications for general construction contracting, 18 national engineering survey and design masters, 19 engineering survey and design masters in Guangdong Province, and 19 provincial traditional architectural masters. The reform of the construction industry has achieved good results, vigorously developing the general contracting model of the project and the whole process of engineering consulting, implementing more than 4,000 projects of general contracting, and 77 pilot enterprises of the whole process of engineering consulting.

Strengthen construction technology innovation. Actively develop new construction technologies and construction methods, vigorously promote the expansion and quality improvement of prefabricated buildings, and promote the application of CIM (city information modeling) and BIM (building information modeling) technologies. To comprehensively improve the green level of the whole construction process, the "Guangdong Province Green Building Regulations" was promulgated in November this year. During the "Thirteenth Five-Year Plan" period, the province's newly added green building area exceeded 500 million square meters, and the building energy-saving field accumulated 8.58 million tons of standard coal energy-saving capacity. The newly-built prefabricated building area exceeds 80.3 million square meters, the newly-started prefabricated building area accounts for 11.45% of the newly-started building area, and the urban green buildings accounted for 62% of the newly built buildings, completing the target task. The country took the lead in realizing the full network operation of green building evaluation and marking work, and issued 146 standards and regulations including the country's first local standards for smart light poles. 34 projects have won the China Construction Science and Technology Award, and 2 national prefabricated building demonstration cities and 21 national prefabricated building industrial bases have been established.

Standardize the order of the construction market and strengthen engineering quality and safety management. Up to now, the real-name system coverage rate of municipal engineering projects for housing under construction in the province has reached 99.17%. The housing and urban-rural construction fields have maintained a good momentum of dynamic clearing. The number of projects, the number of people, and the amount of wage arrears in the first three quarters decreased by 21%, 38% and 31% respectively compared with the same period last year. Carry out special rectifications against "linking", and severely investigate and deal with subcontracting and illegal subcontracting. A series of regulations such as the implementation rules for safety management of dangerous and large projects, the “ten prohibitions” for quality and safety management, the “six no constructions” for dangerous projects, and the “ten prohibitions” for construction hoisting machinery have been issued. Since 2018, the number of accidents and deaths in the municipal engineering projects of imprisoned houses in our province has "both decreased" for three consecutive years. As of the end of 2019, during the 13th Five-Year Plan period, 32 projects in the province won the China Construction Engineering Luban Award, and 545 projects won the Guangdong Construction Engineering Quality Award.
