Recently, the Ministry of Housing and Urban-Rural Development has notified the construction and management of the renovation project of the old communities in Harbin. The report pointed out that the seventh major inspection by the State Council found that there were problems in the reconstruction of old communities in Harbin City, Heilongjiang Province, such as slow progress and insufficient consultation. Harbin City has severely dealt with and notified the problems of cutting corners, bid rigging and colluding bids, and falsification in the reconstruction projects of old communities in cities and towns. All localities should take the lesson and draw inferences from one another. In promoting the transformation of old communities in cities and towns, implement the main responsibilities of localities, improve the mechanism for mobilizing residents to participate, organize and implement well, and do good things in practice.

Regarding the slow progress of the project and insufficient consultation, 15 of the 52 urban old community reconstruction projects in Daowai District of Harbin were originally planned to start before the end of May 2020, but they have not yet started until the end of September. Eight of them were originally planned to be completed by the end of September 2020, but have not yet been completed. In the reconstruction project of the enamel community in Daowai District and the Ning'an Street community, residents agreed that the reconstruction rate did not reach the minimum rate stipulated by the local government, but they were still included in the reconstruction plan and forced to start the reconstruction, which frequently hindered the implementation of the project.

Regarding illegal projects such as cutting corners, bid rigging, and falsification, Harbin City will start the renovation of 125 old urban communities in 2020, involving 240,000 residents and 16.283,500 square meters of construction area. The renovation project is divided into 238 bid sections for bidding. After a comprehensive investigation, it was found that there were project construction management problems in 49 tender sections, involving 49 construction companies and 10 supervision companies.

The above-mentioned problems have seriously harmed the interests of the people. The relevant local departments have conducted in-depth inspections and reflections, implemented territorial responsibilities, and carried out rectification seriously. Harbin City will be reformed as soon as it is known, and will be reformed immediately. At the same time, investigations were carried out across the city, ledger management was implemented for the rectification of the problems found in the investigation, and the responsible units and time limits for rectification were clarified one by one, and relevant responsible units and persons were dealt with in accordance with laws and regulations. The Department of Housing and Urban-Rural Development of Heilongjiang Province carried out interviews and visits, supervised and urged implementation, and accelerated the improvement of the policy mechanism for the transformation of old communities in cities and towns, plugged system loopholes, and prevented similar problems from recurring.

The Ministry of Housing and Urban-Rural Development requires all localities to conscientiously implement the decisions and deployments of the Party Central Committee and the State Council on the renovation of old urban communities, and draw lessons from the construction and management of the old urban residential communities in Harbin. Fully implement the requirements of the "Guiding Opinions of the General Office of the State Council on Comprehensively Promoting the Reconstruction of Old Communities in Cities and Towns", and steadily promote the renovation of old communities in cities and towns. Improve the project coordination and promotion mechanism, rationally arrange and implement the transformation plan in an orderly manner, and coordinate the projects of elderly care, culture, education and other professional business units involving the old communities of cities and towns. Strengthen project quality and safety supervision, consolidate the responsibilities of all parties involved in the construction of the project, and strengthen supervision and inspection of key links such as project contracting, quality and safety, and construction site management. Actively guide the mobilization of mass participation, improve the mobilization mechanism for mass participation, and extensively carry out activities to create a beautiful environment and a happy life. Strengthen policy publicity and guidance, increase the publicity of outstanding projects and typical cases, strengthen the training and education of project construction management personnel, and ensure that various policies are implemented without compromise.
