Green Building Creation Action was launched in Dezhou City, Shandong Province

Recently, 14 departments including the Dezhou Municipal Bureau of Housing and Urban-rural Development, the Municipal Development and Reform Commission, the Municipal Education and Sports Bureau, the Municipal Science and Technology Bureau, and the Municipal Bureau of Industry and Information Technology jointly issued the "Dezhou City Green Building Implementation Action Plan." By improving the energy and water efficiency of buildings, promoting the innovation of construction methods, and strengthening technology research and development, the building will be embarked on a green development path.

The plan points out that in 2020-2022, the city will add more than 10 million square meters of green buildings. By 2022, green buildings will account for more than 80% of new civil buildings in cities and towns. Assembled construction methods for newly built buildings in cities and towns accounted for 31% in central urban areas and 25% in counties (cities), and qualified projects are encouraged to carry out pilot projects of steel structure prefabricated residential construction. Actively cultivate 2-3 steel structure prefabricated construction production enterprises, etc.

The plan clarifies 16 main tasks for the creation of green buildings, including: strengthening the management of green building signs and establishing a one-star green building evaluation and marking system. Strictly implement new building energy conservation, and actively promote the closed management mode of the whole process of building energy conservation. Deepen the energy-saving renovation of existing buildings, and by 2021, urban energy-saving renovation of 1,676,600 square meters, and energy-saving renovation of 15,000 rural houses, about 1.5 million square meters. Promote the application of renewable energy in buildings such as solar energy, geothermal energy, air energy, and biomass energy according to local conditions, and increase the proportion of renewable energy in the energy consumption of buildings. Encourage new projects, especially public buildings, rural dilapidated houses, pilot projects for seismic reconstruction, and pilot projects for beautiful villages, and give priority to the use of steel structure prefabricated construction methods. Urban buildings and municipal engineering actively promote green construction, and promote government investment or leading construction projects to take the lead in implementing green construction. Improve the level of intelligence and promote the application of BIM technology in the design, construction and operation of green buildings and prefabricated buildings. Explore the application of new technologies such as 5G, Internet of Things, artificial intelligence, and construction robots in the field of engineering construction, promote the "smart" upgrade of construction methods to improve residential health performance, and strict health performance design and building materials selection requirements.

In order to ensure that the creation work is in place, the city and county levels must improve the policy environment for green finance to support green buildings, promote the issuance of green financial bonds, and support financial institutions to invest funds raised in green buildings, building energy conservation and prefabricated buildings. During the Ⅲ and Ⅲ emergency response period of severely polluted weather, the steel structure prefabricated residential project may not be suspended, but it is not allowed to engage in demolition, earth excavation, stone cutting, muck transportation, spray painting and other operations.
