During the "13th Five-Year Plan" period, Liaoning Province has made historic achievements in housing and urban-rural construction, and has made positive contributions to the smooth completion of the "13th Five-Year Plan" goals and tasks, the decisive victory in building a well-off society in an all-round way, and the revitalization and development of Liaoning. During this period, Liaoning Province accelerated the reform and development of the construction industry, insisted on transformation as the key link, and the project as the king, went all out to stabilize the investment and increase momentum of projects, vigorously develop prefabricated buildings, and comprehensively improve the development quality and efficiency of the construction industry.

The total output value of the construction industry has grown steadily. The total output value of the construction industry in the province will increase by about 7% every year on the basis of the end of the "Twelfth Five-Year Plan", and the increase in the value added of the construction industry in the whole society is the same as that of the province's GDP. The total output value of the construction industry was 1.8 trillion yuan, and the added value of the construction industry was 900 billion yuan, and the proportion of GDP remained above 6%. The "Opinions of the General Office of the People's Government of Liaoning Province on Promoting the High-quality Development of the Construction Industry" was issued. From the aspects of advancing the supply-side structural reform of the construction industry and the reform of "decentralization, management and service", optimizing the construction industry market environment and business environment, and strengthening the quality and safety management of construction projects, it proposes specific measures to promote the sustainable and healthy development of the construction industry in our province.

Prefabricated buildings continue to grow. The proportion of prefabricated buildings in the province's newly built buildings is increasing year by year. In 2018, 2019, and 2020, the proportion of prefabricated buildings in the province to new buildings will reach 10.5%, 12.7% and 17%, respectively. The "Implementation Opinions of the General Office of the People's Government of Liaoning Province on the Vigorous Development of Prefabricated Buildings" and "Liaoning Province Prefabricated Buildings Medium and Long-term Development Plan (2019-2025)" were issued. There are 88 manufacturers of prefabricated parts and 149 production lines in the province. Shenyang and Dalian have been rated as national prefabricated building demonstration cities. Twelve companies including Dalian Sanchuan Construction Group Co., Ltd. were rated as the National Prefabricated Building Model Industrial Base, and 37 companies including Shenyang Zhaohuan Modern Building Components Co., Ltd. were rated as the Provincial Prefabricated Building Model Industrial Base.

The healthy development of construction enterprises. Cultivate "high-precision" enterprises, actively help enterprises upgrade their qualification levels, increase qualification content, and improve their comprehensive competitiveness. There are 13,000 construction enterprises in the province, an increase of 3,500 over the period of the "Twelfth Five-Year Plan" period. Among them, 13 are special grade and 1,000 are first grade. Open up a green channel for enterprises to "go global". During the "13th Five-Year Plan" period, our province's enterprises completed a construction industry output value of 380 billion yuan outside the province, accounting for 26% of the province's construction industry output value.
