Ma Yuhong said that prefabricated buildings are a major change in construction methods. Since Guangzhou issued the Opinions of the General Office of Guangzhou Municipal People’s Government on Vigorously Developing Prefabricated Buildings and Accelerating the Modernization of the Construction Industry in 2017, it has successively built 17 national and provincial prefabricated building demonstration industrial bases, and 7 prefabricated building demonstration projects in Guangdong Province. As of July 2020, the city required the implementation of prefabricated buildings covering an area of approximately 8.8 million square meters, laying a solid foundation for the advancement of work.

At present, there are still some major problems in the development of prefabricated buildings in Guangzhou:

The first is the systematic problem of the top-level design. The special planning for prefabricated buildings has been late and the implementation rules have not been issued.

The second is the joint force of the operation and coordination management mechanism. The management functions involved in prefabricated buildings are relatively scattered.

Third, the industrial system needs to be improved. There are obvious shortcomings in the standard and normative system, talent team, technological precipitation and innovation, and industrial chain, exposing problems such as cost, efficiency, quality, and safety.

Fourth, preferential policies need to be expanded and improved. Manufacturers of prefabricated construction parts and supporting products cannot enjoy policy support, and it is difficult for manufacturers to obtain land to build factories.

She suggested that one is to strengthen the top-level design, introduce a special plan for the short-term, medium-term and long-term development of prefabricated buildings in our city, and actively explore the "Guangzhou model" of prefabricated building development.

The second is to improve the organization and management mechanism, improve the industrial service platform system, and it is recommended to establish a cross-departmentally coordinated prefabricated construction industry promotion office and a prefabricated construction industry alliance jointly established by the provinces and cities.

The third is to promote the organic integration of the development of prefabricated buildings with new infrastructure, three old reconstructions, urban renewal, emergency treatment and healthy buildings.

The fourth is to further gather industrial elements, create a new construction industrialization industrial cluster of the whole industry chain, and activate the market vitality for the development of prefabricated buildings.
