"The building components of prefabricated buildings are manufactured in factories and assembled on the construction site. They are called "intelligent buildings" and have the characteristics of green, environmental protection, low carbon, and energy saving." According to Ouyang Min, the prefabricated construction industry in Huaihua City is currently in a good state of development. The backbone prefabricated enterprises have rushed to the beach in Huaihua City, the construction of the prefabricated building industrialization base has begun to take shape, and the building products are becoming more abundant. But overall, the prefabricated construction industry in Huaihua City is still in its infancy, and there is still a big gap between it and the higher-level requirements. "There are three main factors: insufficient understanding, weak policy implementation, and small construction costs without competitive advantages."

"The promotion of prefabricated building products has policies and requirements at the superior level, energy conservation and environmental protection, and a high degree of financial integration." Ouyang Min told reporters that Huaihua City has taken the development of prefabricated industries as one of the six major manufacturing industries to build a tens of billions of output value clusters, and it should seize the opportunity to promote the development of the city’s prefabricated construction industry.

Ouyang Min proposed that to promote at a high level, the city should establish a joint meeting system for the advancement of prefabricated construction led by municipal leaders, and promulgate Huaihua's operational implementation rules in terms of land transfer, plot ratio incentives, and commercial housing pre-sale incentives as soon as possible. At the same time, the policy is implemented to implement the "last mile", and the proportion of prefabricated buildings is included in the annual performance evaluation of each county (city, district), scheduled regularly, and promoted as a whole. To forcefully promote the construction of government-invested projects, such as the construction of resettlement areas, urban road squares, schools, community health service centers, road houses in industrial parks, etc., prefabricated construction products must be used. To be driven by a model, it is recommended that municipalities, counties and districts rely on production bases and government investment projects as the starting point, select a batch of typical model projects that can be used for reference and replication, and fully carry out pilot demonstrations of prefabricated buildings. It is necessary to launch publicity, establish a publicity mechanism that combines government, media, and enterprises, increase public awareness of prefabricated buildings, and enhance social awareness of the modernization of the construction industry. Widely publicize the economic and social benefits brought about by the modernization of the construction industry, and form a good atmosphere for the whole society to support the modernization of the construction industry.
