New public buildings, new shantytown renovation projects (except towns), new residential quarters of 100,000 square meters or more, and various construction technology demonstration projects within the new area fully implement the new green building standards. Government-invested public welfare buildings such as government agencies, schools, hospitals, and gymnasiums must meet the new standards of high-star green buildings. Encourage commercial real estate development projects, industrial buildings, and qualified towns to actively adopt green building standards in shantytown renovation projects. Explore pilot demonstrations of healthy housing construction, and strengthen housing health performance and barrier-free design requirements through demonstration construction, strict completion acceptance, implement smart management, and promote the application of green health technologies.

According to the "Plan", the new district will adopt the method of purchasing services throughout the whole process, promote the daily supervision and acceptance of green buildings, and improve the level of green building construction. Strengthen special project inspections, and impose penalties on construction units, design units, construction drawing review agencies, construction units, and supervision units that fail to perform their obligations and responsibilities in accordance with relevant regulations. And use the industry credit information management platform to publish information records of bad behaviors to create an honest and trustworthy market environment. Strengthen the acceptance management, strictly follow the "Green Building Construction and Acceptance Specification" and the "Gansu Province Green Building Project Acceptance Form" to carry out the acceptance, and use the method of hiring experts to participate in the acceptance.

Combining clean heating and energy efficiency improvement of new buildings, conduct ultra-low energy building demonstrations, practice near-zero energy consumption buildings, and create ultra-low energy building demonstration projects. Expand the scope of pilot projects that use energy-saving lamps and renewable energy sources such as solar and wind energy to provide lighting in urban public areas, landscape lighting, and urban roads.

The new district will vigorously develop prefabricated buildings and continuously increase the proportion of prefabricated buildings in new buildings. Promote and support related enterprises to improve their technical level and build a prefabricated construction industry base. Increase the application of green building materials, take measures to local conditions, obtain local materials, carry out in-depth demonstration of the green building materials industry, vigorously develop safe, durable, energy-saving, environmentally friendly, and convenient construction of green building materials, and gradually increase the proportion of green building materials in the new district. Priority is given to using green building materials in the construction of engineering projects.

Improve and perfect financial services for green building projects, and take green buildings, prefabricated buildings and their industrial parks as key areas of green finance support. Guide banks, trusts, and financial institutions to provide preferential services for green building and prefabricated building projects, strive to increase the credit line of green building projects to higher authorities, and strive to provide consumers who purchase green residential buildings with appropriate preferential loans on house purchases.

The "Plan" clarifies that by 2021, the proportion of green buildings in urban new buildings will reach 60%, and by 2022 it will reach 70%. According to the National Green Building Evaluation and Management Measures, the green building certification work was carried out, and the number of star-rated green buildings continued to increase. The energy efficiency level of existing buildings has been continuously improved, the proportion of assembled construction methods has steadily increased, and the scope of application of green building materials has been explored.
