Jinan City, Shandong Province initiated the establishment of the Yellow River Basin Green Prefabricated Construction City Alliance

Chen Yong, Secretary of the Party Group and Director of the Jinan Housing and Urban-Rural Development Bureau, said that during the 13th Five-Year Plan period, Jinan issued the "Implementation Opinions on Promoting the Reform and Development of the Construction Industry" and "Implementation Opinions on Promoting the High-quality Development of the Construction Industry." Improve the corresponding working mechanism and policy measures to promote the rapid and healthy development of the construction industry in the city.

The development vitality of the construction industry is constantly released. In 2019, Jinan achieved a total construction industry output value of 351.4 billion yuan, with an added value of 110.798 billion yuan. In 2020, there will be a total of 17 construction enterprises with special qualifications, 102 construction enterprises with first-level general contracting qualifications, and 8 construction enterprises with a total output value of over 10 billion.

Jinan has been ranked first among the top five cities in the past three consecutive years in the creation of a “building strong city, strong county, and strong enterprise” in the province. By the end of 2020, it is expected that Jinan will achieve a total construction industry output value exceeding 420 billion yuan and an added value of 100 billion yuan, accounting for about 10% of the city's GDP. The main economic indicators will continue to lead the province.

Speed up the transformation of construction methods. Vigorously promote new construction methods such as fabricated steel structures. As one of the first three prefabricated building demonstration cities in the country, Jinan clearly requires the city's urban planning areas to build new public rental housing, shantytown reconstruction and resettlement housing, and government investment projects to fully implement prefabricated construction. Other social investment projects prefabricated buildings account for more than 30% of new buildings. Laiwu District and Laiwu High-tech Zone implement 20%, and Pingyin and Shanghe implement 15%.

Comprehensive promotion of green buildings. Seizing the opportunities for ecological protection and high-quality development in the Yellow River Basin, the Fifth Shandong Province Green Building and Building Energy-saving New Technology Product Expo was held around the green development of the city. It led the establishment of the Yellow River Basin Green Prefabricated Building City Alliance, and formulated the implementation plan for the creation of green buildings in Jinan and the implementation plan for the creation of green communities. Strongly support high-star green buildings, healthy buildings, passive ultra-low energy buildings and prefabricated buildings, and strive to build a batch of high-quality residential projects with constant temperature, green and energy-saving in Jinan.

As the five and only ultra-low energy residential projects in Shandong Province, the Hanyu Sea Breeze Project has obtained the "Passive House Product Comfortable Housing Certification" issued by the Ministry of Housing and Urban-Rural Development and the "Sino-German Passive Low Energy Project Quality Mark" certificate issued by the German Energy Agency, obtained both domestic and international certification. Since the "Thirteenth Five-Year Plan", the city has added 51.772 million square meters of green building area. Green "building" is the "most beautiful background" of urban buildings.
