The Ganzhou Municipal People's Government recently issued the "Implementation Opinions on Further Promoting the Development of Prefabricated Buildings." It is proposed that by 2025, the city's buildings using prefabricated construction will account for 50% of the newly built buildings in the same period, and all eligible government-invested construction projects will use prefabricated construction. Cultivate more than 1 key prefabricated construction enterprise with an annual output value of over 1 billion yuan and more than 2 enterprise chain group enterprises. Cultivate more than 2 national prefabricated construction industrial bases and more than 3 provincial prefabricated construction industrial bases. More than 20 prefabricated demonstration projects and more than 5 light steel structure rural houses have been built.


The main work


Promote suitable prefabricated construction technology. Promote prefabricated parts that meet the requirements of standardized design, factory production, and assembly construction, and promote complete sets of technologies such as energy conservation, new energy utilization, and intelligence. Fully promote the use of mature technologies such as steel structure, prefabricated interior and exterior wall panels (including partition panels), prefabricated stair slabs, prefabricated laminated floor slabs, and prefabricated air conditioning panels, and encourage the implementation of full decoration. Actively guide all kinds of parks, characteristic towns, beautiful and livable villages, and rural housing contiguous reconstruction projects to adopt prefabricated construction methods.


Improve the industrial chain of prefabricated construction. The plan is to build a prefabricated construction industry pattern centered on Zhanggong District, Yudu County, Xinfeng County, etc., with multiple supplements. Guide existing prefabricated construction industrial bases to develop into construction industrial parks, and actively support qualified industrial bases to declare provincial or national production bases. Intensify investment promotion, support powerful companies to integrate upstream and downstream industrial resources, guide traditional building materials companies to transform into new building materials companies, vigorously develop green building materials supporting prefabricated buildings, and promote the development and growth of the entire industry chain.


Standardize the bidding activities of assembled construction projects. For construction projects that are funded entirely with state funds or in which state funds are invested in a controlling or dominant position, construction projects that have been identified by the housing sector as conforming to the standards for assembled buildings in accordance with the relevant national and provincial regulations may be invited to tender in accordance with the technical complexity of the project.


Speed up the construction of talent team and scientific research and development. Organize and carry out special technical training for prefabricated building design, production and construction personnel. Encourage municipal and municipal colleges and universities and research institutes to carry out standardized design research on prefabricated buildings, and include R&D centers for prefabricated buildings that meet the requirements of technological innovation into the scope of scientific and technological policy support.


Policy Support


Reduce land costs. New construction land for industrial projects such as the prefabricated construction industry base and the production of prefabricated construction engineering parts and components will be included in the annual land use plan guarantee. The land can be supplied through long-term lease, first lease, then transfer, combined leases, and flexible transfer terms. For the implementation of prefabricated construction of land transfer by bidding, auction and listing, the ratio of land transfer bidding deposit will be adjusted from 50% to 20%, and the land price can be paid in installments by agreement.


Financial and credit support. Encourage financial institutions to increase credit support to the prefabricated construction industry, and expand the types and scope of collateral. Support and encourage qualified prefabricated construction production enterprises to raise funds through the issuance of various bonds and actively expand financing channels. For the purchase of prefabricated commercial houses, the housing construction department provides a confirmation letter for prefabricated buildings, and the housing provident fund management department actively supports them in accordance with differentiated housing credit policies. Provided that the local provident fund loan limit is not exceeded, the use of the provident fund loan limit can rise by up to 20%.


Finance and taxation support. For newly started commercial housing construction projects with a concrete prefabricated building assembly rate of 20% or a steel structure prefabricated building assembly rate of 35%, the project beneficiary finance will provide subsidies at a standard of 50 yuan per square meter, and a single project subsidy does not exceed 1 million yuan. For construction projects that implement a concrete prefabricated building assembly rate of 20% and a steel structure prefabricated building assembly rate of 35%, they can refer to key technological transformation projects to enjoy preferential tax policies. Qualified manufacturers of new-type wall materials can enjoy the preferential policy of 50% refund upon collection of value-added tax as required. The research and development expenses incurred in the development of new technologies, new products, and new processes by enterprises shall be deducted in addition to the taxable income tax according to regulations. For construction enterprises that adopt prefabricated construction methods, the reserved quality deposit shall be collected from the total contract price after deducting the total price of the prefabricated components as the payment base and halved.


Pre-sale support. If the investment in the development and construction of the prefabricated commercial housing project reaches more than 25% of the total investment in the project, and the construction progress is positive or negative, you can apply for the pre-sale permit for the commercial housing, but the prefabricated commercial housing must start and build the first batch. Reduce the pre-sale fund supervision ratio of prefabricated commercial houses from 25% to 15%.  A 50% bank guarantee can be used to offset cash supervision.


Industry support. Carry out standardization and modular design concepts, promote the standardization of parts and components, realize generalized social production, and reduce the overall cost of prefabricated buildings. Eligible prefabricated construction projects can apply for certification of green building labels. Support construction companies with outstanding performance in prefabricated buildings in terms of qualification promotion, awards and merits.
