Hebei Province continues to promote the ageing transformation of old communities

At the press conference of the "Report on the Development of Elderly Care Services in Hebei Province" held recently, the relevant person in charge of the Hebei Provincial Department of Housing and Urban-Rural Development introduced the province's promotion of aging reforms and the integration of urban old communities.

According to reports, in 2018, Hebei Province took the lead in launching the renovation of old communities, and promoted the construction of barrier-free facilities in old communities according to local conditions, which greatly improved the living conditions of the elderly. This year, the General Office of the Provincial Government issued the "Implementation Opinions on Comprehensively Promoting the Reconstruction of Old Communities in Cities and Towns", which included the renovation of residential and surrounding facilities for the elderly and barrier-free facilities into the complete renovation content.

In April 2019, the Department of Housing and Urban-Rural Development of Hebei Province, in conjunction with the Provincial Department of Civil Affairs and other departments, issued the "Guiding Opinions on the Installation of Elevators in Existing Residential Buildings in Our Province", which regulated the installation of elevators in existing residences in the province. At present, all cities (including Dingzhou City and Xinji City) have issued detailed rules for the implementation of elevator installation, opened up a green channel for elevator installation, and established a "one-window acceptance, parallel approval" working mechanism for administrative approval.

On June 1, 2019, the Department of Housing and Urban-Rural Development of Hebei Province issued and implemented the "Technical Regulations for Comprehensive Renovation of Existing Residential Buildings." A special chapter on aging-adaptive transformation is specially set up, which provides technical basis for aging-adaptive transformation of existing residences from three aspects: inner space, public space, and installation of elevators. On April 1 this year, the "Urban Community Elderly Care Service Facilities Design Standards" was released and implemented to provide technical standards for the design and management of the province's home care service facilities. In September 2020, the "Hebei Province Barrier-Free Design Guidelines" was compiled and issued, emphasizing the systematic goal of deepening barrier-free design in different stages of urban design, site design, architectural design, interior design, logo design and appliance design. In this way, the creation of the province's barrier-free environment will be promoted from "point" to "line and surface".
