According to reports, in order to effectively solve the problems of inaccurate grasp of policies and incomplete grasp of technical standards in the transformation of old communities in cities and towns, the transformation of old communities can better play the role of promoting development, stabilizing investment and benefiting people's livelihood. Since the beginning of this year, the Department of Housing and Urban-Rural Development of Jilin Province has organized design and scientific research units, pipeline departments and related experts to conduct on-site investigations in 55 communities in the province in accordance with the new round of standards and requirements for the renovation of old communities. Systematically summed up years of experience in urban infrastructure construction, old city reconstruction and other projects, in April this year, the "Jilin Province Urban Old Community Reconstruction Technical Guidance Manual (Basic Facilities)" was compiled.

At present, all regions are comprehensively promoting the construction of renovation projects, and a batch of renovation demonstration communities have been well received by the masses, and a batch of good experiences and practices have been formed. The innovative community of Tonghua City leads the transformation of old communities and builds a mechanism for co-construction, co-governance and sharing; Siping City has formed an "old community-red property", and promoted the establishment of an effective property management mechanism in the renovated community; Liaoyuan City adopts the method of "government and social capital cooperation, ‘package’ integration of renovation and upgrading, operation and management, and establish performance payment" to attract social capital to participate in the renovation of old communities; Meihekou City has established a model of "resident participation + professional company", carried out investigations, and enhanced the pertinence and professionalism of the transformation plan.
