In recent years, the Hangzhou Municipal Government has focused on solving the problems of "urban diseases" such as repeated road excavation, dense overhead line networks, and frequent pipeline accidents, adhered to planning guidance, innovative policy support, and strengthened construction coordination. A "quality pipe gallery" construction model with "integrated coordination, three-dimensional guarantee, refined promotion, and intelligent management" as the core has been formed. It has passed the second batch of national pilot assessments and received a special fund of 120 million yuan. At present, there are 36 trunk or branch underground integrated pipe gallery projects under construction and operation with a length of about 119.93 kilometers, including 5 national pilot projects (7 projects) with a length of 33.47 kilometers. All kinds of pipelines have entered the corridor in an orderly manner. The most difficult gas pipeline has been laid in the corridor for 16.3 kilometers, and 7.9 kilometers have been put into actual operation, leading the country in mileage.

The first is planning guidance, highlighting comprehensive coordination. The "Special Plan for the Development and Utilization of Underground Space in Hangzhou (2020-2035)" was compiled, and efforts were made to build a hierarchical and hierarchical pipe gallery network system for trunks, branches and cables. At present, a 21.5-kilometer underground comprehensive pipe gallery in the Asian Games Village area has been built, integrating various pipelines such as gas, electricity, water supply, and communication. An urban underground comprehensive pipe gallery and underground pipeline construction management coordination group headed by the deputy mayor was established, and the Hangzhou Urban and Rural Construction Committee carried out the daily work, and coordinated and solved various problems in the whole life cycle management of the underground comprehensive pipe gallery.

Documents such as "Hangzhou City Urban Underground Comprehensive Pipe Corridor Management Measures" and "Guiding Opinions on Implementing a Paid Utilization System for Hangzhou City's Urban Underground Comprehensive Pipe Corridor" have been formulated, and the policy of "70% construction fund subsidy from the same level of finance" has been clarified. It took the lead in proposing the "one corridor, one price" plan, allowing pipeline units to pay the corridor entry fees by instalment payment or buyout by year. The construction of comprehensive pipe gallery promotes the “up and down” of high-voltage power overhead lines to enter the corridor, releasing more than 2,600 mu of ground land, revitalizing land resources, and confirming that the construction of pipe gallery has both social and economic benefits.

The third is quality construction, focusing on fine promotion. Adhere to the concept of "based on reality, built on demand, and adapted to local conditions", unified planning and step-by-step development of underground integrated pipe corridors. In terms of construction timing, the construction of major engineering projects such as roads, subways, power tunnels, and water supply projects will be synchronized with the pipe gallery project to save project investment and reduce construction costs. In terms of construction organization, in the face of problems such as crossing rivers, crossing railways and high-speed railways, we will explore and improve technical standards and strive to build high-quality projects.

The fourth is smart management and professional operation. Build a city-level and group-level underground integrated pipe gallery monitoring platform system, explore to improve the inspection efficiency in the gallery through robot inspection, and improve the supervision level of the underground integrated pipe gallery. In accordance with the principle of "clear property rights and separation of management and maintenance", promote the transformation of "multiple entities' joint construction" to "one state-owned enterprise's unified operation and maintenance", build a professional pipe gallery operation and maintenance team, and ensure the safe and efficient operation of the underground comprehensive pipe gallery.
