Qinhuangdao: 148,400 square meters of passive ultra-low energy consumption buildings are newly started this year

In recent years, Qinhuangdao City has made every effort to promote the high-quality development of passive ultra-low energy consumption buildings, and has built a total of 22 passive ultra-low energy consumption projects with a total construction area of 736,600 square meters. The passive ultra-low energy building demonstration project has covered a variety of building forms such as residence, office, school, commerce, and existing renovation. Since the beginning of this year, Qinhuangdao City has scientifically deployed, refined measures, and vigorously promoted. Up to now, the city has newly built 148,400 square meters of passive ultra-low energy consumption buildings, exceeding the provincial annual target of 132,000 square meters ahead of schedule.

Plan ahead for follow-up projects. Establish a proposed project database, keep abreast of project progress, intervene in advance, track services, and ensure the quality of reserved projects. For projects with clear policy requirements, they must be built; for other projects that meet the construction conditions of passive ultra-low energy buildings, they are suitable for construction. Beidaihe New District strictly implements the relevant policies on passive ultra-low energy consumption buildings, requiring all schools to be constructed in accordance with passive ultra-low energy consumption buildings. The construction area of Tengyue Senior Middle School Project in Beidaihe New District, which has started construction, is 113,000 square meters, making it the largest passive ultra-low energy school building in the province.

Fully implement support policies. A bank-enterprise matchmaking meeting for passive ultra-low energy consumption projects under construction was held to introduce green finance policies, floor area ratio incentive policies, and housing provident fund loan quota adjustment policies to enterprises. Formulate and issue service guides and policy understanding cards, establish and implement ledgers, and ensure that project units fully understand and can enjoy relevant policies such as green finance to support green building development in a timely manner. According to the actual situation of the project construction, speed up the pre-evaluation of passive ultra-low energy consumption building projects, so that the evaluation can be carried out with the report, the storage at any time, and the push to the financial institution at any time, and the whole-process tracking service can be done well. At present, the affiliated project of Tuanlin Experimental School in Beidaihe New District has been promoted to enjoy a green financial loan of 77 million yuan.

Actively serve key projects. It is the first to serve the province's first zero-energy three-star green building - Shanhaiguan China Great Wall Culture Museum Project, and a passive ultra-low energy consumption building built by prefabricated method - Hexin Building Project. Adopt a combination of online and offline services to coordinate and solve the difficult problems existing in the project in technological innovation and standard implementation, provide professional technical support, and promote the project construction. Comprehensively sort out the passive ultra-low energy consumption projects under construction, and all 11 projects under construction in the city are included in the positive list of ecological environment supervision to ensure the effective construction time of engineering projects.

Strictly control the quality of project construction. Focus on the five key links of planning, design, construction, acceptance and operation, and implement the main responsibilities of all parties in project construction, design, construction and supervision. Focus on supervising the special design, construction quality and completion acceptance evaluation of passive ultra-low energy consumption construction projects, strictly prohibit the reduction of design standards, and ensure the quality of project construction. Further improve the project quality management mechanism, adhere to the combination of closed supervision and unannounced inspections in the whole process, and strengthen supervision services in the construction process. Compiled and issued "Qinhuangdao City Building Energy Conservation and Green Building Supervision Service Manual" and "Building Insulation and Structure Integration, Passive Ultra-low Energy Consumption Building Supervision Service Guide". Carry out "double random, one open" special inspection to ensure that the project is constructed in accordance with the relevant standards for green buildings and passive ultra-low energy buildings.
