Prefabricated buildings in Luohe City, Henan Province promote the development of construction industrialization

The development of prefabricated buildings is a major change in construction methods. In recent years, Luohe City has promoted the development of the prefabricated construction industry to a higher quality and a higher level with the application of "three boards" as the fulcrum. At present, the prefabricated construction industry in Luohe City is in a good development trend. Luohe City and Linying County have been rated as Henan Province Prefabricated Construction Demonstration Cities (Counties), and two enterprises have been rated as Henan Province Prefabricated Construction Industry Bases. Leaders of the Ministry of Housing and Urban-Rural Development of the People's Republic of China, the Provincial Party Committee and the Provincial Government and the Provincial Department of Housing and Urban-Rural Development have visited Luohe for many times to investigate, guide the prefabricated construction work and give them high praise.

Luohe City is one of the provincial municipalities that introduced the prefabricated construction industry development policy earlier. In October 2017, the People's Government of Luohe City has issued documents such as the "Implementation Opinions on Vigorously Promoting the Development of the Prefabricated Building Industry" and "Notice on Establishing a Joint Conference System for the Development of the Construction Industry and the Development of Prefabricated Buildings in Luohe City", which has laid a policy foundation for promoting the development of prefabricated buildings. 

Luohe City's prefabricated building industry has a good foundation. In 2017, two component manufacturers were completed and put into production, including 1 manufacturer of concrete structural components with an annual production capacity of 150,000 cubic meters, and 1 manufacturer of steel structural components with an annual production capacity of 50,000 tons. Up to now, Luohe City has a total of 5 component manufacturers, including 3 concrete structural component manufacturers, with an annual production capacity of 300,000 cubic meters. There is 1 steel structure component manufacturer with an annual production capacity of 250,000 tons; 1 light steel structure component manufacturer with an annual production capacity of 5,000 tons.

At the beginning of its development, Luohe City made an active layout, made great efforts to overcome the factors that restrict the development of the industry, such as high input cost, weak technical force, shortage of skilled personnel, and low social awareness, and actively explored ways to develop prefabricated buildings. Established a research group for the development of the prefabricated building industry, and successively went to Nantong, Jiangsu, Changsha, Shanghai and other advanced cities for the development of prefabricated buildings to study and learn, and fully learn from the experience of other cities. Combined with the actual situation of the city, adopting the approach from easy to difficult, first horizontal and then vertical, coordinating various elements, and proceeding step by step, a road of building industrialization development that is in line with the market conditions and has Luohe characteristics has been found.

Delineate areas to focus on. For "three-board" application projects and other structural forms of prefabricated building technology application projects, those who have been verified to meet the "six 100%" standards for dust control will be given preferential policies for start (resumption) management during the temporary management and control of heavy pollution weather. For projects that meet the requirements of prefabricated building evaluation standards, enjoy provincial and municipal prefabricated building funding awards and subsidies. A series of policy combinations opened the curtain of the application of prefabricated building technology in Luohe City.

Driven by the strong policy, the new construction area of Luohe City using "three boards" has increased year by year: 537,000 square meters in 2019, 973,000 square meters in 2020, and 1.921 million square meters in 2021. As of the end of 2021, 48 engineering projects in Luohe City have applied prefabricated construction technology with a total of 4.1983 million square meters, of which 942,000 square meters have an assembly rate of over 20%, and 97,000 square meters have an assembly rate of over 50%. There are 4 projects with a total of 81,400 square meters of A-level prefabricated buildings, and 2 of the provincial science and technology demonstration projects with a total of 16,000 square meters.

Through the application of the "three-board" technology in construction projects, the development of prefabricated buildings in Luohe City has achieved remarkable results, mainly in the following six aspects: First, it has made up for the shortcomings of the development of the prefabricated industry. Establish a prefabricated industry development association, set up a talent pool of prefabricated construction experts, concentrate social advantageous resources, and lead the industry to accelerate technological innovation. Improve the standard regulations and support Luohe City enterprises to develop relevant standard regulations for prefabricated buildings. Among them, the "Concrete Structure Engineering Supervision Regulations" prepared by Luohe City Supervision Enterprises fills the gap in our province. The second is to promote the steady development of construction industrialization. The promotion and application of "three-board" technology has effectively improved the standardization and scale of component production, reduced production costs, enhanced the market competitiveness of production enterprises, and laid an industrial foundation for the development of prefabricated buildings in Luohe City. The third is to forge a group of new industrial chemical workers. In Luohe City, more than 1,000 construction workers have participated in the application and construction of the "three-board" technology, and have mastered the corresponding technology. The "door-to-door education" service launched by the Municipal Housing and Urban-Rural Development Bureau has also helped construction workers in Luohe City realize the transformation from migrant workers to industrial workers, laying a talent foundation for the development of prefabricated buildings. Fourth, accumulated development experience for reference. Consumers also realize that prefabricated buildings have the characteristics of fine appearance, high engineering quality, and structural safety, which enhances their willingness to buy. The sixth is to enhance the technological innovation capability of the prefabricated construction industry. The prefabricated construction enterprises in Luohe City focus on scientific and technological research and development and technological innovation, promote the transformation and implementation of achievements, promote enterprises to reduce costs and increase efficiency, and realize the high-quality development of the prefabricated construction industry in Luohe City. In recent years, Luohe City's prefabricated construction industry has invested 15.856 million yuan in scientific and technological research and development, and has obtained 49 patents in total.
