In 2022, the proportion of green buildings in new urban buildings in Hebei Province will reach 92%

Recently, the Hebei Provincial Department of Housing and Urban-Rural Development, together with the Provincial Development and Reform Commission, the Provincial Department of Education and other departments, issued the "Hebei Province Green Building Creation Action Implementation Plan." It is proposed to improve the policy and standard system, improve the construction management mechanism, and promote the application of new technologies, new materials, and new processes to carry out green building creation actions to further promote the development of green buildings in the province and promote the construction of ecological civilization.

The plan clarifies the overall goal of the creation action. By 2022, the proportion of green buildings in the new urban buildings in the province will reach 92%, and the construction of passive ultra-low energy buildings will reach 6 million square meters. It is necessary to gradually increase the proportion of prefabricated buildings in new urban buildings, promote the application of green building materials in new buildings, and continue to increase star-rated green buildings. The energy efficiency level of existing buildings has been continuously improved, the health performance of houses has been continuously improved, the users of green houses have been supervised and promoted, and the people have actively participated in the creation of green buildings, forming a social atmosphere that advocates green life.

The plan puts forward the key tasks that need to be completed to achieve the overall goal.

Speed up the planning and standard system construction. Strictly implement the green building standards, and all new civil buildings within the urban construction land area determined in the overall planning of the city and town shall be constructed in accordance with the green building standards. Among them, government-invested or government-invested buildings, large public buildings with a building area of more than 20,000 square meters, and residential communities with a building area of more than 100,000 square meters shall be constructed in accordance with green building standards higher than the lowest level.

Vigorously develop passive ultra-low energy consumption buildings. Public buildings such as offices, schools, and centralized public rental housing, expert apartments, talent apartments and other residential buildings that are government-invested or mainly government-invested are planned, constructed, and operated in accordance with passive ultra-low energy building standards in principle. In 2021, Shijiazhuang, Baoding, and Tangshan cities will each start construction of 200,000 square meters of passive ultra-low energy consumption buildings, other districts and cities will start construction of 120,000 square meters, and Dingzhou and Xinji cities will start construction of 20,000 square meters. The growth rate of newly started area in 2022 will not be less than 10%.

Integrate existing resources to improve building energy efficiency. In the renovation of old urban districts and the pilot clean heating in winter, the overall implementation of energy-saving renovation of existing residential buildings.

Promote the development of prefabricated buildings. Government-invested new public buildings with a single building area of more than 20,000 square meters are the first to adopt steel structures, and use Tangshan City and Cangzhou City as pilot projects to promote the development of steel structure prefabricated residential buildings.

Explore the supervision mechanism of green residential users, promote the application of green building materials, strengthen technology research and development and promotion, and promote the development of green buildings.
