Chongqing promotes the coordinated development of intelligent construction and building industrialization

At present, under the guidance of the national "dual carbon" strategy and the goal of high-quality development, taking the road of integrated development of industrialization, intelligence and greenization has become the development trend and inevitable choice of "built in China".

In recent years, the Chongqing Municipal Commission of Housing and Urban-Rural Development (hereinafter referred to as the "City Housing and Urban-Rural Development Commission") has vigorously implemented the innovation-driven development strategy led by big data intelligence. It took the lead in proposing the implementation of "intelligent construction" in the country, and continued to explore the extensive application of digital, informatization and intelligent technologies in the field of housing construction. Continuously improve the level of modernization construction in Chongqing, strive to write a new chapter in the construction of "building a strong city", and contribute to the construction of Chongqing's "intelligent city" and "smart city".

"Three-pronged approach" of policies, platforms and elements

Taking advantage of Chongqing's vigorous implementation of the innovation-driven development strategy led by big data intelligence, the Municipal Housing and Urban-Rural Construction Committee's exploration of intelligent construction started early, with a high starting point and fast pace——

In 2019, together with the Ministry of Housing and Urban-Rural Development and the Chinese Academy of Engineering, the "China Construction 2035 Strategic Research" was launched in Chongqing, and 14 academicians gathered in Shancheng to guide the development of intelligent construction;

In September 2020, promote the promulgation of "Several Policies and Measures for Promoting the Modernization of the Construction Industry in Chongqing to Promote the High-quality Development of the Construction Industry", requiring accelerated implementation of intelligent construction;

In December of the same year, it promoted the issuance of the "Implementation Opinions on Promoting Intelligent Construction", which clarified the five-year work goals and 10 key tasks;

Since last year, the promotion of intelligent construction has been successively included in industry plans such as the "14th Five-Year Development Plan for Chongqing's Digital Economy" and the "14th Five-Year Plan for Scientific and Technological Innovation in Chongqing";

The continuous improvement of the policy system has provided reassurance and ballast for the development of intelligent construction in Chongqing.

At the same time, the collection and standards of big data are the premise and foundation of intelligent construction and application.

To this end, the Municipal Housing and Urban-Rural Development Commission has built China's first smart housing construction platform in accordance with the principle of "one set of standard construction systems, one platform for data access, and one system for project management". It includes three main sections: smart housing cloud, industry data center, government service and industry governance and control platform, integrating functions such as data storage, industry management, and government services.

At present, the platform has gathered 3.6 billion pieces of data from more than 20,000 enterprises, more than 2 million employees, and 190,000 projects in the city, laying a solid foundation for future intelligent applications. At the same time, the platform has realized 100% migration of government affairs systems in the field of housing and construction to the cloud, greatly improving industry management and service capabilities.

In addition, the guarantee strength of intelligent innovation elements directly affects the development level of intelligent construction.

To this end, the Municipal Housing and Urban-Rural Construction Committee focuses on platform construction, technological innovation, talent training, publicity and exchanges, etc., to strengthen the innovation ability of intelligent construction and create a development atmosphere. For example, the establishment of the Chongqing Modern Construction Industry Development Research Institute, support for Chongqing University to set up a major in intelligent construction, and the creation of a key laboratory for intelligent construction, etc.

Strong Application

"Build a house like a car"

Cars are one of the most typical products of intelligent manufacturing.

"Intelligent construction and intelligent manufacturing have similar connotations. Both are based on standardization and scale, with digitization and intelligence as the core." The relevant person in charge of the Municipal Housing and Urban-Rural Construction Committee likened the process of "intelligent construction" to building a house like building a car. .

At present, the Municipal Housing and Urban-Rural Construction Committee is accelerating the coordinated development of intelligent construction and construction industrialization with construction industrialization as the carrier and intelligent construction as the guide.

Among them, digital design, industrial production, intelligent construction, and information management are the four key application links for the implementation of intelligent construction in our city——

The core of digital design is to promote the application of BIM technology, and generate complete and visualized image information data through digital modeling, so that architectural design can reach the same level of refinement as automobile design, and realize "what you see is what you get". Up to now, the city has implemented more than 1,300 BIM projects and collected more than 2,500 BIM models.

Industrialized production focuses on promoting the application of intelligent production lines for prefabricated building parts. Building parts such as walls, beams, columns, and slabs that used to be poured on site in the past can be standardized and intelligently produced on the factory assembly line like auto parts. At present, Chongqing has established fully automatic and intelligent production bases in Dianjiang, Jiangjin and other places.

Intelligent operation, the focus is to promote the application of intelligent construction site management platform and intelligent construction equipment, and build "super brain" and "smart arm" for the project. As of June this year, more than 140 digital construction projects and more than 3,300 smart construction sites have been implemented.

Information management is the implementation goal of digital management of the whole process of project construction through a unified online management platform. Get through the standardized, online, digital, and paperless management of the entire life cycle from project planning and design, bidding and procurement management, construction and installation of parts and components to delivery, operation and maintenance, and realize data-driven decision-making in the entire project construction process.

At present, 10 work measures of the Municipal Housing and Urban-Rural Development Committee have been selected into the Ministry of Housing and Urban-Rural Development's "List of Reproducible Experiences and Practices for the Coordinated Development of Intelligent Construction and New Building Industrialization (First Batch)", and 3 projects have been included in the national intelligent construction pilot.

Strong Industry

Cultivating "100 billion-level" economic new kinetic energy

Tencent Cloud has built China's first Internet platform for the construction industry, "Weiling Intelligent Construction Platform" in Chongqing. It has now been officially upgraded to "CityBase Intelligent Construction Platform", creating an output value of nearly 100 million yuan. Ziguang Construction Cloud released the Tiangong construction industry Internet platform, with more than 60 online service applications;

A group of key industry enterprises, such as MCC CCID, Hengsheng Daye, China Machinery Zhonglian, and TYL International, are taking the lead and accelerating the research and development of intelligent construction products with core competitiveness. Develop the general contracting construction mode of intelligent construction, and promote the integrated application of intelligent construction technology in the whole process of engineering construction;

There is no doubt that while enabling the transformation and upgrading of the construction industry, intelligent construction is also an "industrial bonanza" with great development potential, and has become a popular area for many market players to "snatch the beach".

Last year, the Municipal Commission of Housing and Urban-Rural Development promoted the release of the "14th Five-Year Plan for the Development of Chongqing's Modern Construction Industry", which takes intelligent construction as the focus of industrial development, and guides construction companies and Internet companies to jointly promote the R&D and integrated application of intelligent construction products.

In addition, the city has also solicited and released 10 intelligent construction technology products, including engineering management cloud platform, intelligent collaborative design management platform, intelligent construction BIM big data public service platform, and cultivated 11 intelligent construction backbone enterprises.

In the future, Chongqing will focus on relying on the city's 17 modern construction industrial parks to develop five major industries: intelligent construction equipment, software and big data services, intelligent perception and Internet of Things, smart homes, and prefabricated buildings.

According to the plan, by 2025, the output value of the modern construction industry led by intelligent construction will reach 300 billion yuan.
