Form a group of "specialized, refined, and new" enterprise clusters with green buildings and intelligent construction as the development direction, support various construction enterprises to open up domestic and foreign markets, and create a market environment that is fair, reasonable, orderly In terms of promoting the high-quality development of green buildings, the draft proposes that the city's new civil buildings will be designed and constructed in full compliance with green building standards, and that green buildings account for 100% of the new building area. The existing energy-saving standards will be fully implemented, and the clean heating rate in urban and county areas will reach 100%. By the end of 2025, the construction area of newly started prefabricated construction projects in the city will account for more than 75% of the new construction area, and the finished product rate of commercial housing will reach more than 80%. Promote the construction of national sponge city construction demonstration cities; the control rate of the total annual rainwater runoff is not less than 80%. By the end of 2025, the comprehensive utilization rate of construction waste in the city will reach more than 70%, and the reduction, recycling and harmlessness of construction waste will be basically realized.
