On August 16, Panzhihua City, Sichuan Province issued the "Implementation Opinions on Promoting the Development of Prefabricated Buildings" (hereinafter referred to as "Opinions"). It takes prefabricated buildings as the main direction of construction industrialization, and it is clear that by 2026, the assembly rate of newly allocated or transferred land projects in the city will not be less than 50%.

It is understood that the prefabricated building transfers a large number of on-site operations in the traditional construction method to the factory. After the building parts are processed and manufactured in the factory, they are transported to the construction site for installation in the form of "building blocks". Compared with traditional construction methods, prefabricated buildings have obvious advantages in reducing carbon emissions, reducing pollution, saving energy and saving materials, shortening construction periods, and improving building quality. The construction cost will also be lower than traditional buildings after large-scale development.


The "Opinions" make it clear that starting from 2024, the project assembly rate of newly allocated or transferred land in Panzhihua city shall not be lower than 40% according to public construction projects. No less than 35% of the rest of the new construction projects will be implemented, and newly constructed prefabricated buildings will account for 20% of the new construction.


According to the "Opinions", the development of prefabricated buildings in Panzhihua City will be divided into three steps: Before 2023, in the cultivation stage of the industrial base, a production base of prefabricated PC parts with an annual output of 100,000 cubic meters and a construction area of 1 million square meters will be built, and a production line of steel structure prefabricated components with an annual production capacity of more than 20,000 tons. From 2024 to 2025, do a good job of policy implementation and promotion; 2026 and later will be the stage of comprehensive popularization and application, and gradually move closer to the high-level echelon of the province's prefabricated building development.

The reporter noted that in order to encourage residents to purchase commercial housing that adopts prefabricated building technology, the "Opinions" propose policy incentives from seven aspects, including industrial land, finance and taxation, transportation, pre-sale, finance, technological innovation, and awards. Provident fund deposits employees who purchase ordinary self-occupied housing for the first time or use provident fund loans for the second time can enjoy a minimum down payment ratio of 20% for off-plan housing and a minimum down payment ratio of 30% for second-hand housing.


The reporter also found that as early as 2020, Panzhihua City proposed to boost Panzhihua Iron and Steel to build a prefabricated building materials base in Sichuan (Panzhihua). It plans to set up a prefabricated building design branch to build a manufacturing base of prefabricated steel structure building components and a green building materials industrial park with an annual output of 150,000-180,000 tons.
