Three provinces and one city in the Yangtze River Delta signed a framework agreement for the integrated development of the construction industry

The signing ceremony of the Strategic Cooperation Framework Agreement on the Integrated High Quality Development of the Construction Industry in the Yangtze River Delta Region was held at the Summit Forum. According to the framework agreement, the three provinces and one city will adhere to the principle of joint construction, market-led, open and win-win, clarify the main content, strengthen the promotion mechanism, with a higher station, wider field, higher quality, deeper synergy to promote the integrated high-quality development of the construction industry in the Yangtze River Delta region.

One is to strengthen exchanges and cooperation in the construction industry. Adopt a variety of methods such as information sharing, investigation and study, cadre exchange, publicity training, special seminars, etc., to actively carry out exchanges and cooperation at all levels in the construction industry, including survey design, construction, project cost, engineering consulting, standards and specifications.

The second is to build an integrated market system for the construction industry. Gradually eliminate administrative barriers and reduce systemic transaction costs; unify market access standards and mechanisms, gradually abolish local access barriers, establish a "negative list" for access, and improve the business environment.

The third is to promote the high-quality development of the construction industry. Strengthen cooperation in the fields of BIM technology, prefabricated buildings and green buildings, promote cooperation among research institutes, universities, industrial bases, etc. in the construction industry, and strengthen the talent training mechanism focusing on the cultivation and exchange of high-end and innovative talents, so as to promote the transformation and development of the construction industry.

The fourth is to establish a regional information sharing and government service integration mechanism. Make full use of the big data of three provinces and one municipal service, establish an information sharing exchange mechanism such as construction industry development index data, credit system, and market supervision, and gradually establish an information system for the interconnection of information and data.
