Hainan Provincial Department of Housing and Urban-rural Development: Using prefabricated buildings as the starting point to help the construction of Hainan International Design Island

On July 19, the press conference of Hainan International Design Island was held in Haikou. The reporter learned from the meeting that the Hainan Provincial Department of Housing and Urban-Rural Development will focus on promoting green buildings with prefabricated buildings as the main content, and create a number of industrial clusters with high-quality development of the whole industry chain led by design and research and development, and help the construction of Hainan International Design Island.

Architecture and engineering design is one of the key development areas in the "Hainan International Design Island Industrial Development Plan". The Provincial Department of Housing and Urban-rural Development has deeply participated in the formulation of policy documents such as the implementation plan, work plan and industrial development plan of Hainan International Design Island. It also cooperated with the Provincial Department of Industry and Information Technology to carry out a series of related work such as international design island research and demonstration base identification.

The relevant person in charge of the Hainan Provincial Department of Housing and Urban-rural Development said that the Provincial Department of Housing and Urban-rural Development takes prefabricated buildings as the starting point, and strives to create a design-led Lingao Jinjingang Prefabricated Building Industrial Park. At the same time, vigorously promote the construction of Haikou Jiangdong New District to build a green and low-carbon urban new district, and actively promote the construction of an international design port platform system in the new district based on the concept of design first.

Secondly, actively build a platform system for improving architectural design capabilities. Accelerate the establishment of provincial engineering survey and design masters and provincial excellent engineering survey and design awards; cooperate with the Provincial Party Committee Talent Bureau to formulate standards for talents in short supply in the architectural design category, and support overseas personnel to participate in the national vocational qualification examination. Encourage college teachers and students to jointly establish companies or studios with academicians, masters and experts from social design enterprises; and jointly prepare for the establishment of Hainan International Design Island Urban Environmental Design Think Tank (Alliance) with Hainan Normal University.

In addition, the Provincial Department of Housing and Urban-Rural Development actively participates in the construction of key projects in Hainan Province and continuously improves the level of architectural design. As an important supporting project of the strategy of "three districts and one center", the construction of the tourist road around the island and its post station is clearly aimed at making it a benchmark characteristic design project of "handed down works". It organized the Chinese Academy of Architecture to formulate design guidelines, and strived to make the tourist road station around the island a masterpiece and a high-quality project.

At present, Hainan Province is fully implementing the concept of green and low-carbon construction, and is promoting the construction of the Boao Zero-Carbon Demonstration Zone. To this end, the Housing and Urban-rural Development Department actively organized a joint team composed of top domestic design agencies to formulate and create plans, and set up a joint technical consultation mechanism composed of professional designers to implement the whole process of technical consultation. It will provide a new design stage for architects and a vivid example for the construction of an international design island.
